Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.

In the global south, metropolitan cities are recipients of significantly larger spending budgets and metropolitan councils can thus wield more political power in the form of monetary power. In South Africa, the development trajectory of cities stems from political ideologies and policies of the political party with an outright majority. In this regard, metropolitising or the mere development of any area within the jurisdiction of a municipality is a political process. Similarly, regionalism is a political process that seeks to wield the most financial power through the amalgamation of different economic powerhouses to form a single economic, spatial and political superpower. In addition to the current politicising of metropolitan city development, historically, apartheid spatial planning was a political system of social engineering based on spatial segregation. The resultant space economy is that of heterogeneity and unequal benefaction from development processes. This spatial differentiation, including the complexities pertaining to economic and institutional systems, further complicates the process of metropolitising in South African cities. In this regard, this essay will critique the efforts of Sedibeng District Municipality in its metropolitising bid through examining its proposed scalar economic rescaling plans for the Vaal River City, while proposing institutional reforms that could aid its ambitions. The second section of this paper will highlight the limitations that hinder smaller cities’ and towns’ efforts to becoming metropolitan cities. These limitations stem from an unequal space economy that reproduces itself through ineffective policies and neoliberalisation of urban governance structures and systems.

One factor might be low capital investment, due in part to Africa’s relative poverty: Other regions have reached similar stages of urbanization at higher per capita GDP. This study, however, identifies a deeper reason: African cities are closed to the world. Compared with other developing cities, cities in Africa produce few goods and services for trade on regional and international markets To grow economically as they are growing in size, Africa’s cities must open their doors to the world. They need to specialize in manufacturing, along with other regionally and globally tradable goods and services. And to attract global investment in tradables production, cities must develop scale economies, which are associated with successful urban economic development in other regions. Such scale economies can arise in Africa, and they will—if city and country leaders make concerted efforts to bring agglomeration effects to urban areas. Today, potential urban investors and entrepreneurs look at Africa and see crowded, disconnected, and costly cities. Such cities inspire low expectations for the scale of urban production and for returns on invested capital. How can these cities become economically dense—not merely crowded? How can they acquire efficient connections? And how can they draw firms and skilled workers with a more affordable, livable urban environment? From a policy standpoint, the answer must be to address the structural problems affecting African cities. Foremost among these problems are institutional and regulatory constraints that misallocate land and labor, fragment physical development, and limit productivity. As long as African cities lack functioning land markets and regulations and early, coordinated infrastructure investments, they will remain local cities: closed to regional and global markets, trapped into producing only locally traded goods and services, and limited in their economic growth.

Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.

However, Western theories of the urban spatial structure have not adequately explained the patterns and processes of urbanization in the region. Remote Sensing and Geographic Information Systems techniques capture the patterns of change, but not the underlying institutional structures driving peri-urban growth through time and across space. The study uses a combination of extensive literature review, quantitative and qualitative data, and remote sensing and GIS techniques to identify and account for the past and current geophysical and societal structures influencing the spatial patterns of land use and cover change, and development in the Nairobi Metropolitan Region. The study found that the region's spatial patterns show uneven temporal and directional variations as a result of many forces that combine in a complex and often subtle ways. The patterns are a result of the conjuncture of the customary, colonial, statutory, socio-political and economic processes. Indeed, Kenya's and Nairobi's development and urbanization are intertwined. The two are like conjoined twins; always together and hard to separate. There are three distinct phases of change. The colonial period, before 1963, that was characterized by segregation and restrictive colonial policies in land access and use. The national phase (1963-1980), dominated by a series of policy documents and economies of scale and agglomeration. More recently the global phase, after 1980, influenced by a new set of structures driven by increased globalization and the changing political economy. The peri-urban growth bears the inscription of the societal processes particularly about land access and use. The many years of colonial policies -- many reinforced since political independence -- have developed the peri-urban societies and production systems. The study also found that there is an increasing emphasis on the application of legal property rights and a lack of recognition of the persistence of customary land tenure in peri-urban land use planning. The emphasis on using a one-size-fits-all approach to development planning questions the conventional wisdom that these rights are the cornerstone of successful socio-economic development. It has led to increased peri-urban land use conflicts and informality and intensified environmental degradation. The approach cannot easily be generalized to areas operating in different socio-economic, political and ecological contexts. Because statutory regulations (rules in the form) often differ from what happens on the ground (rules in use).
