Book excerpt: To obtain an operating permit from Washington State Department of Ecology, Westinghouse Hanford Company (WHC) must assess the double-shell tanks (DST) for structural integrity. The assessment includes volumetric examinations of the primary steel tank and secondary steel liner. The integrity of the tanks will be assessed by remote ultrasonic (UT) inspections of the primary and secondary steel tanks to measure wall thickness and detect corrosion pitting and stress corrosion cracking. The surfaces of the areas to be inspected will be cleaned with a power wire brush to remove loose mill scale, rust, and other materials that could inhibit proper coupling of the UT probe. To ensure that the cleaning process is satisfactory, the cleaned area will be viewed with a video camera and recorded. The video and UT equipment will be calibrated the ensure accuracy, and a performance test will be conducted to verify its capabilities. The tank inspection sequence consists of cleaning, visual examination, and UT inspection of each region selected for inspection: the primary tank wall, the tank bottom and lower knuckle, and the secondary tank wall. A significant amount of data will be collected and reported during these examinations. This data management plan (DMP) describes the data produced by the examinations and how and where the data are to be stored.

The slurries that are being stored in the double-shell tanks (DSTs) are various mixtures of radioactive solids, liquids, and aqueous wastes. The tanks must be maintained at a negative pressure relative to atmospheric pressure to safeguard against pressurization and the subsequent leakage of entrained radioactive aerosols to the environment. A ventilation system must be capable of withdrawing the total volume of off gas generated from the tanks while maintaining the tanks at a negative pressure. Westinghouse Hanford Company (WHC) has identified a need to improve the efficiency of the ventilation system being used on the tank farms to meet the more restrictive release limits for radioactive isotopes. Kaiser Engineers Hanford Company (KEH) has been contracted by WHC to design the new ventilation system for the existing tank farms. WHC contracted the Pacific Northwest Laboratory (PNL) to fabricate and test the prototypic pilot-scale design prior to finalizing the design of the ventilation system. The PNL has conducted tests to determine (1) the effectiveness of the system for removal of vapors condensable at 35°F, (2) the effectiveness for removal of soluble and insoluble aerosols, and (3) the life span of the mist eliminators to be used in the new system. The results of extensive testing of the pilot-scale system with condensables and both soluble and insoluble aerosols are presented in this report. 7 refs., 25 figs., 8 tabs.

Book excerpt: Washington River Protection Solutions (WRPS) under contract from the U.S. Department of Energy (DOE) is responsible for assessing the condition of the double-shell tanks (DST) on the Hanford nuclear site. WRPS has contracted with AREVA Federal Services LLC (AFS) to perform ultrasonic testing (UT) inspections of the 28 DSTs to assess the condition of the tanks, judge the effects of past corrosion control practices, and satisfy a regulatory requirement to periodically assess the integrity of the tanks. Since measurement inception in 1997, nine waste tanks have been examined twice (at the time of this report) providing UT data that can now be compared over specific areas. During initial reviews of these two comparable data sets, average UT wall-thickness measurement reductions were noted in most of the tanks. This variation could be a result of actual wall thinning occurring on the waste-tanks walls, or some other unexplained anomaly resulting from measurement error due to causes such as the then-current measurement procedures, operator setup, or equipment differences. WRPS contracted with the Pacific Northwest National Laboratory (PNNL) to assist in understanding why this variation exists and where it stems from.

Following a formal leak assessment in October 2012, Washington River Protection Solutions, LLC (WRPS) determined that the primary tank of AY-102 was leaking. A formal leak assessment, documented in RPP-ASMT-53793, Tank 241-AY-102 Leak Assessment Report, identified first-of-a-kind construction difficulties and trial-and-error repairs as major contributing factors to tank failure. 1 To determine if improvements in double-shell tank (DST) construction occurred after construction of tank AY-102, a detailed review and evaluation of historical construction records was performed for Hanford's remaining twenty-seven DSTs. Review involved research of 241 boxes of historical project documentation to better understand the condition of the Hanford DST farms, noting similarities in construction difficulties/issues to tank AY-102. Information gathered provides valuable insight regarding construction difficulties, future tank operations decisions, and guidance of the current tank inspection program. Should new waste storage tanks be constructed in the future, these reviews also provide valuable lessons-learned.
