Book excerpt: The Commission recently completed a Research Report for the Government on the performance of public and private hospitals. The report examined relative costs, hospital-acquired infections and other aspects of hospital performance. It also dealt with informed financial consent and the indexation of the income threshold for the Medicare Levy Surcharge. As part of that study, the Commission undertook a 'multivariate analysis' of the relative efficiency of public and private hospitals. Such analysis can take account of differences in the characteristics of a hospital's patients and activities undertaken. Due to delays in accessing data, the analysis was confined to the single year 2006-07. This supplementary report includes three additional years of data, as well as some methodological enhancements. While still 'experimental,' the present estimates of the relative performance of public and private hospitals are consequently more reliable. A number of parties assisted the Commission in this study. The Australian Bureau of Statistics and the Australian Institute of Health and Welfare provided data and undertook some analysis. Others participated in a roundtable or provided referee comments.

Book excerpt: Amongst other things, this report: --provides a statistical overview of the structure of the industry and the activities of the 500 acute care, psychiatric and day hospitals that operate within it; --looks at some indicators of the industry's financial performance, efficiency and quality of service (though it does not attempt to benchmark private hospitals against the public hospital system); --discusses some of the key factors affecting performance, including the relationships between private hospitals, doctors and the health insurance funds; and --draws attention to a number of policy issues germane to the industry's future performance, including licensing arrangements for private hospitals and competitive neutrality, both within the industry and between private and public hospitals.

Book excerpt: Australian Hospital Statistics 2000-01 presents detailed information on the characteristics and hospital care of the six million people admitted to public and private hospitals, including their age, sex, diagnoses and the procedures they underwent. For the first time, waiting times for patients admitted for elective surgery in public hospitals are presented n this report. Detailed information is presented by the specialty of the surgeon who was to perform the elective surgery and for selected procedures for which patients were waiting. Information on Australia's hospitals includes the number of hospitals and hospital beds, and key statistics on the resources, expenditure and revenue of public hospitals and on the services they provide. Data on a range of hospital performance indicators are also reported using the Health Performance Committee's framework.

Book excerpt: This timely book questions the premise that Public-Private Partnerships (PPPs) have a performance advantage over traditionally procured projects, an assumption that motivates policymakers worldwide to enter into such contracts. Taking stock of novel research comparing the differences in performance between PPP and traditionally procured infrastructure projects and services, the chapters in this book thoughtfully scrutinise this supposed advantage.
