Book Synopsis Performance Based Logistics: A Program Manager's Product Support Guide by :
Download or read book Performance Based Logistics: A Program Manager's Product Support Guide written by and published by DIANE Publishing. This book was released on 2005 with total page 75 pages. Available in PDF, EPUB and Kindle. Book excerpt: Performance Based Logistics (PBL) is the preferred Department of Defense (DoD) product Support strategy to improve weapons system readiness by procuring performance, which capitalizes on integrated logistics chains and public/private partnerships. The cornerstone of PBL is the purchase of weapons system sustainment as an affordable, integrated package based on output measures such as weapons system availability, rather than input measures, such as parts and technical services. The Quadrennial Defense Review (QDR) and /the Defense Planning Guidance (DPG) directed the application of PBL to new and legacy weapons systems. PBL Implementation is also mandated by DoD Directive 5000.1, The Defense Acquisition System, May 12, 2003. This guide is a tool for Program Managers (PMs) and Product Support Managers (PSMs) as they design product support strategies for new programs or major modifications, or as they re-engineer product support strategies for existing fielded systems. It presents a method for implementing a PBL product support strategy. PBL delineates outcome performance goals of systems, ensures that responsibilities are assigned, provides incentives for attaining these goals, and facilitates the overall life cycle management of system reliability, supportability, and total owner ship costs. It is an integrated acquisition and logistics process for providing weapons system capability.

Book Synopsis Guide to Performance-Based Road Maintenance Contracts by : Asian Development Bank
Download or read book Guide to Performance-Based Road Maintenance Contracts written by Asian Development Bank and published by Asian Development Bank. This book was released on 2018-04-01 with total page 165 pages. Available in PDF, EPUB and Kindle. Book excerpt: Road asset management is one of the top priorities of the Central Asia Regional Economic Cooperation (CAREC) Transport and Trade Facilitation Strategy 2020. The implementation of performance-based road maintenance contracts (PBCs)—an essential element of road asset management—promotes effective and efficient maintenance of road networks. Well-designed PBCs keep roads in predefined good condition at relatively low cost. This guide aims to help policy makers in CAREC member countries understand and implement PBCs. After a brief history of the development of PBCs, it discusses the various types of PBCs and their relative advantages and disadvantages. It highlights PBC implementation in selected developed, developing, and transitional countries, including CAREC member countries, to illustrate best practices.
Book Synopsis Use of Incentives in Performance-Based Logistics Contracting by : Gregory Sanders
Download or read book Use of Incentives in Performance-Based Logistics Contracting written by Gregory Sanders and published by Rowman & Littlefield. This book was released on 2018-04-19 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditional contracting is primarily transactional, rewarding contractors when deliveries are made or certain process milestones are met. Performance-Based Logistic (PBL) contracting seeks to base contractor incentives on ongoing performance measures to achieve reliability and cost savings. Key to the success of these arrangements are the incentives that align the interests of the customer and the vendor. This report describes the incentives used in PBL contracts, identifies best practices, and provides recommendations for effective incentives going forward. The study team interviewed PBL practitioners including defense-unique contractors, defense-commercial contractors, and experts who are knowledgeable in the government perspective in the United States and abroad. The team supplemented these interviews by analyzing a PBL dataset of U.S. Department of Defense contracts. Of the four identified categories of incentives—time-based, financial, scope, and other—interviews found that time-based incentives stood out for their reliable appeal and relative underuse in the United States.

Book Synopsis Defense Logistics by : William M. Solis
Download or read book Defense Logistics written by William M. Solis and published by DIANE Publishing. This book was released on 2009-11 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2001, the DoD identified performance based logistics (PBL) as the preferred weapon system support strategy. Within DoD, PBL is the purchase of performance outcomes, such as system availability, rather than the purchase of individual elements of logistics support -- such as parts, repairs, and engineering support. Although PBL initially arose from efforts to reduce support costs, questions have arisen about whether PBL has reduced support costs as originally intended. This report evaluates the extent to which DoD has used business case analyses to guide decisions related to PBL arrangements and the impact PBL arrangements have had on weapon system support costs. Includes recommendations. Charts and tables.

Book Synopsis Weapons Acquisition: DoD Should Strengthen Policies for Assessing Technical Data Needs to Support Weapon Systems by :
Download or read book Weapons Acquisition: DoD Should Strengthen Policies for Assessing Technical Data Needs to Support Weapon Systems written by and published by DIANE Publishing. This book was released on 2006 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Army and the Air Force have encountered limitations in their sustainment plans for some fielded weapon systems because they lacked needed technical data rights. The lack of technical data rights has limited the services flexibility to make changes to sustainment plans that are aimed at achieving cost savings and meeting legislative requirements regarding depot maintenance capabilities. During our review we identified seven Army and Air Force weapon system programs where these military services encountered limitations in implementing revisions to sustainment plans C-17 aircraft, F-22 aircraft, C-130J aircraft, Up-armored High- Mobility Multipurpose Wheeled Vehicle (HMMWV), Stryker family of vehicles, Airborne Warning and Control System (AWACS) aircraft, and M4 carbine. Although the circumstances surrounding each case were unique, earlier decisions made on technical data rights during system acquisition were cited as a primary reason for the limitations subsequently encountered. As a result of the limitations encountered due to the lack of technical data rights, the services had to alter their plans for developing maintenance capability at public depots, new sources of supply to increase production, or competitive offers for the acquisition of spare parts and components to reduce sustainment costs. For example, the Air Force identified a need to develop a capability to perform maintenance on the C-17 at government depots but lacked the requisite technical data rights. Consequently, the Air Force is seeking to form partnerships with C-17 subvendors to develop its depot maintenance capability. Its efforts to form these partnerships have had mixed results, according to Air Force officials, because some sub-vendors have declined to provide the needed technical data.
