Book excerpt: This thesis examines the impact of the Civil Service Reform Act (CSRA) of 1978 on performance evaluation at the field activity level. Reviews of both the CSRA and various methods of performance appraisal are conducted in order to analyze performance evaluation characteristics relative to the requirements of the CSRA for performance appraisal. The results of this analysis were then compared to specific positions within Naval activity comptroller departments to demonstrate how the basis for a standardized framework for evaluations can be developed for Navy-wide applications. Sets of potential critical elements for three specific positions were derived based on this framework and an example of performance standards for a specific critical element was shown. In conclusion this thesis makes several recommendations for ensuring that the intent of the CSRA requirement for flexibility of performance evaluation is maintained while allowing guidance and standardization from higher authority. What will become of it in a globalizing international system or in a government that regards people as customers rather than citizens? Contributors examine the Senior Executive Service, whose members serve between presidential appointees and the rest of the civil service. These crucial executives must transform legislative and administrative goals into administrative reality, but are often caught between opposing pressures for change and continuity. In the concluding chapter Hugh Heclo, many of whose ideas informed the 1978 reform act, argues that the system today is often more responsive to the ambitions of political appointees and the presidents they serve than to the longer term needs of the polity. On the other hand, the ambition of creating a government-wide cadre of career general managers with highly developed leadership skills has not been fulfilled. Other contributors helped to frame the 1978 act, helped to implement it, or study it as scholars of public administration: Dwight Ink, Carolyn Ban, Joel D. Aberbach, Bert A. Rockman, Patricia W. Ingraham, Donald P. Moynihan, Hal G. Rainey, Ed Kellough, Barbara S. Romzek, Mark W. Huddleston, Chester A. Newland, and Hugh Heclo. Six former directors of the Office of Personnel Management commented on early versions of these chapters at a 1998 conference.

Book excerpt: GAO reviewed, on a selected basis, performance appraisal systems for General Schedule employees established by federal agencies under the Civil Service Reform Act of 1978 (CSRA). CSRA directed agencies to develop objective criteria for supervisors to use in rating employees' performance and determining appropriate personnel actions. GAO found that, although there appears to be better communication between employees and supervisors since implementation of the performance appraisal systems, many important aspects require improvements before performance appraisal systems can be used as credible bases for personnel actions. A GAO examination of the standard-setting and appraisal evaluation processes at three agencies revealed that: (1) many employees did not actively participate in setting their performance standards; (2) not all employees were advised of the standards by which their performance would be evaluated at the beginning of their appraisal periods; (3) performance levels and measurable performance standards were not clearly defined; (4) some appraisals were not completed on a timely basis; (5) some agencies' procedures for determining summary ratings were ambiguous or unnecessarily complicated; (6) higher level officials' reviews of ratings were often perfunctory; and (7) procedures for linking performance appraisal results with personnel decisions were often vague. GAO concluded that the Office of Personnel Management (OPM) needs to ensure that agencies take appropriate actions to make the necessary refinements to their appraisal systems.
