Based on an agreement (Verwaltungsabkommen") between the Federal Ministry of Education and " Research (BMBF) and the state ministries for research of Baden-Wurttem- · berg, Bayern, and Nordrhein-Westfalen, a budget of overall 400 Million Euro had been allocated - equally shared between federal and state authorities in a?ve year time frame - to establish the next generation of HPC systems at the Gauss Centre for Supercomputing (GCS) - consisting of the three nat- nal supercomputing centres HLRS (Stuttgart), NIC/JSC (Julich), and LRZ · (Munich). As part of that strategic initiative, in May 2009 already NIC/JSC has installed the?rst phase of the GCS HPC Tier-0 resources, an IBM Blue Gene/P with roughly 300. 000 Cores, this time in Julic · h, With that, the GCS provides the most powerfulhigh-performance computing infrastructure in - rope already today. HLRS and its partners in the GCS have agreed on a common strategy for the installation of the next generation of leading edge HPC systems. Over the next few years, HLRS and LRZ as the other two GCS centers will upgrade their systems accordingly. The plan is to have a Tier-0 HPC system within GCS operating at any time in this?ve year period. However, this report highlights a number of concerns about DFID's capacity to meet this and other new policy directions set out in the 2009 White Paper (Cm. 7656, ISBN 9780101765626), based on analysis of the Department's performance in 2008-09 (the Department's annual report 2008-09 published as HC 867-I,II, ISBN 9780102962154). Climate change, another key White Paper focus area, threatens progress on poverty reduction and will hit the poorest people first and hardest. The outcome of the Copenhagen Conference in December 2009 was disappointing and real progress needs to be made before the next conference at the end of this year. The White Paper also indicates that DFID will channel more funding through multilateral organisations including the EU, the UN and the World Bank. This offers the prospect of more coordinated delivery of aid, but only if these bodies increase their effectiveness and their poverty focus. The report also argues for speedier reform of the governance of the international financial institutions. The recession has had a significant impact on developing countries. It is estimated that an additional 90 million people will be affected by poverty as a combined result of the global food, financial and fuel crises over the last few years. Donors, including the UK, have responded and have sought to identify specific needs in developing countries, though many donors are failing to meet the aid commitments they have already made.

The symposium was thoughtfully planned, organized, and supported by the ISHPC Organizing C- mittee and its collaborating organizations. The ISHPC-V program included two keynote speeches, several invited talks, two panel discussions, and technical sessions covering theoretical and applied research topics in high–performance computing and representing both academia and industry. One of the regular sessions highlighted the research results of the ITBL project (IT–based research laboratory, http://www.itbl.riken.go.jp/). ITBL is a Japanese national project started in 2001 with the objective of re- izing a virtual joint research environment using information technology. ITBL aims to connect 100 supercomputers located in main Japanese scienti?c research laboratories via high–speed networks. A total of 58 technical contributions from 11 countries were submitted to ISHPC-V. Each paper received at least three peer reviews. After a thorough evaluation process, the program committee selected 14 regular (12-page) papers for presentation at the symposium. In addition, several other papers with fav- able reviews were recommended for a poster session presentation. They are also included in the proceedings as short (8-page) papers. Theprogramcommitteegaveadistinguishedpaperawardandabeststudent paper award to two of the regular papers. The distinguished paper award was given for “Code and Data Transformations for Improving Shared Cache P- formance on SMT Processors” by Dimitrios S. Nikolopoulos. The best student paper award was given for “Improving Memory Latency Aware Fetch Policies for SMT Processors” by Francisco J. Cazorla.
