Download or read book Democratising Local Government written by and published by Juta and Company Ltd. This book was released on 2002 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: Local government is at the forefront of development. In South Africa the ambitious policy objectives of post-apartheid reconstruction and development hinge on the successful creation of a democratic tier of government close to the people. An entirely new system of 'developmental local government' has thus been introduced. As is the case in many developing countries, the responsibilities of municipalities in South Africa have been extended dramatically, often without adequate resources. Managing municipalities for development therefore requires political will and strategic intervention. The book provides a comprehensive introduction to developmental local government. It includes: the design of the new local government system and the issues posed by decentralisation; an overview of specific challenges of urban and rural municipalities; a discussion of special issues facing local government including poverty, gender and environment; new tools for local government, including budgeting, indicators, municipal partnerships and capacity building.

Book Synopsis Local Officials and the Struggle to Transform Cities by : Claire Bénit-Gbaffou
Download or read book Local Officials and the Struggle to Transform Cities written by Claire Bénit-Gbaffou and published by UCL Press. This book was released on 2024-02-27 with total page 496 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why are even progressive local authorities with the ‘will to improve’ seldom able to change cities? Why does it seem almost impossible to redress spatial inequalities, deliver and maintain basic services, elevate impoverished areas and protect the marginalised communities? Why do municipalities in the Global South refuse to work with prevailing social informalities, and resort instead to interventions that are known to displace and aggravate the very issues they aim to address? Local Officials and the Struggle to Transform Cities analyses these challenges in South African cities, where the brief post-apartheid moment opened a window for progressive city government and made research into state practices both possible and necessary. In debate with other ‘progressive moments’ in large cities in Brazil, the USA and India, the book interrogates City officials’ practices. It considers the instruments they invent and negotiate to implement urban policies, the agency they develop and the constraints they navigate in governing unequal cities. This focus on actual officials’ practices is captured through first-hand experience, state ethnographies and engaged research. These reveal day-to-day practice that question generalised explanations of state failure in complex urban societies as essential malevolence, contextual weakness, corruption and inefficiency. It is hoped that opening the black box of the workings of state opens paths for the construction of progressive policies in contemporary cities.
Book Synopsis Exploring the Conditions that Impact Local Administration Responsiveness work to Migrants in selected Metropolitan Municipalities of South Africa by : Kibreab Habtemichael Gebereselassie
Download or read book Exploring the Conditions that Impact Local Administration Responsiveness work to Migrants in selected Metropolitan Municipalities of South Africa written by Kibreab Habtemichael Gebereselassie and published by Cuvillier Verlag. This book was released on 2022-01-03 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: Research on local administration responsiveness towards migrant’s and non-citizens revealed that demographic characteristics in local municipalities have often caused challenges for local administrations to be responsive to the diverse needs of their communities (Lucio et.al., 2013, Lucio, 2016). The objective of this study was to explore the conditions that impact on the local administration’s responsiveness work to migrants in Durban, Cape Town & Johannesburg metropolitan municipalities of South Africa. The study’s goal is met by identifying five major conditions that impact the local administration’s responsiveness work to migrants in the study areas. Conducted in two rounds field research, the study used qualitative research design methods. Semistructured interviews, group discussions, field memos and observations were used to collect data. Thematic analysis method was implemented to investigate and analyze the collected raw data. This dissertation also used relevant theory as framework and guide to uncover elements of local administrative responsiveness which are associated with migrants. The study identified and demonstrated that five major conditions impact the local administration’s responsiveness work to migrants in the study areas. Local administration work environment, administration organizational structure and professionalism, external control from elected officials and local politics, migrant’s community association, and economic contribution of migrants are the main conditions that impact on the responsiveness work of the local administration. The findings also showed that, anchored in the above five conditions, administrative responsiveness also varies across the selected study areas. This study also contributed by adding new insights about the mechanisms on how the local administration can address the issues of migrants who do not have a direct representation in the local government structure. Accordingly, for a better responsiveness work to migrants and to support the inclusion of migrants who do not have a direct political representation, the study proposes recommendation for policy, practice and research that targets on local administration responsiveness work to migrants.

Available in PDF, EPUB and Kindle. Book excerpt: "The Journey to Transform Local Government is about the challenges and opportunities for municipalities in South Africa as they journey towards delivering on the promise of developmental local government. It deals with various issues on the continuum of local government transformation in South Africa, for example, what does Sustainable Development Goal 11 mean for a municipality? Given that good governance is essential for success, are municipalities implementing anti-corruption policies and are the Municipal Public Accounts Committees functioning? How do we staff municipalities with professionals who see local government as their career of choice? And, given that our ageing infrastructure poses risks for the future, what should municipalities do to ensure proper maintenance? How do we manage the overlapping roles of traditional leaders and municipalities? Can traditional land use allocation and building practices co-exist with municipal planning and building regulations? And, when municipalities insist on town planning and building regulations, how does this affect local entrepreneurs? Lastly, how do we measure spatial transformation in practice? The authors grappling with these questions come from universities, government, civil society and the private sector. They fill the pages of this book with some of the latest research on local government, grounded in the reality of today's South Africa."--Back cover.
