The purpose of this research was to explore the perceived effectiveness of two public secondary programs that are aJternative to mainstream or "regular" education. Two case study sites were used to research diverse ends of the aJtemative programming continuum. The first case study demonstrated a gifted program and the second demonstrated a behavioral program. Student needs were examined in terms of academic needs, emotional needs, career needs, and social needs. Research conducted in these sites examined how the students, teachers, onsite staff, and program administrators perceived that individual needs were met and unmet in these two programs. The study was qualitative and exploratory, using deductive and inductive research techniques. Similar themes of best practice that were identified in the case study sites aided in the development of a teaching and learning model. Four themes were identified as important within the case study sites. These themes included the commitment and motivation of teachers and the support of administration in the gifted program, and the importance of location and the flow of information and communication in the behavior program. Six themes emerged that were similar across the case study sites. These themes included the individual nature of programming, recognition of student achievement, the alternative program as a place of safety and community, importance of interpersonal capacity, priority of basic needs, and, finally, matching student capacity with program expectations. The model incorporates these themes and is designed as a resource for teachers, program administrators, parents, and policy makers of alternative educational programs.

Book excerpt: At-risk students are engaged in dangerous behaviors that lead them to become involved in the juvenile justice system and cause the feeling of low self-worth. This eventually causes at-risk youths to drop out of school and engage in detrimental behaviors that meddle in their academic success. The alternative education program provides these at-risk youth with the opportunity to develop positively their academics and behavior to complete a regular high school program. This mixed method study with quantitative and qualitative research enhanced the understanding of the perceptions of the effectiveness of alternative programs from an educator's viewpoint. Conveniently selected educators who worked at an alternative education site, had referred students to an alternative program, had worked with a student who was at an alternative site, or had a student who had been at a program completed a survey examining their perceptions of the effectiveness of alternative programs. From the selection, 10 educators were asked to partake in the qualitative section of the research to strengthen the validity of the research. The means were estimated to analyze the educators' perceptions of the effectiveness of alternative programs in southern state. The results revealed alternative education programs are needed and are effective in developing the needs of at-risk youths, which was consistent with the research shared in the literature review. Appendices include: (1) Survey Instrument; (2) Interview Guide; and (2) Sample Interview Responses.

All students assigned to the Alternative Program in Maury County from July 2005 through December 2006 were asked to participate in the study. One hundred twenty eight students in grades 6--12 completed the National Study of School Evaluation for Students. One hundred one staff members (teachers and administrators) from the secondary schools, the Alternative Program and the Central Office completed the National Study of School Evaluation for Teachers. There were not perceived differences in the effectiveness of the program, with no statistical significance on 7 of 8 null hypotheses (p > .05), yet information was gathered that will be used to improve communication within the school system about the alternative program. Conclusions drawn from the study were that staff throughout the school system has little information about the alternative program, its purpose and strategies. Staff development programs will be developed to educate school system employees on the behavior program, instructional strategies and purpose of the program.

The teachers' perception provides insight into the needs of at-risk students in the age group. Moreover, the demand for elementary education following the COVID-19 pandemic has increased the need for more personalized education for at-risk students at the elementary level. The necessity to address the social-emotional needs of students has become more prevalent as those needs affect the ability of teachers to provide students with the necessary academic support. Data were gathered utilizing an original digital survey tool created to meet the specific needs of this study. The survey was administered in five public elementary schools in Warren County, New Jersey via Microsoft Forms and was completed by 66 teachers assigned to Grades 3-5. The study was from a descriptive quantitative approach with a theoretical perspective. Data were collected electronically, coded, and analyzed using SPSS software to examine the potential impact of the demographic factors of the participants in relation to the various research questions. Statistical calculations included a reliability analysis, independent t-test, and item analysis. Results from this research study can be used by school districts interested in future planning and implementation of alternative education programs for students in Grades 3-5 to meet the needs of their at-risk students. Book excerpt: This qualitative study was designed to capture the perspectives of former alternative school students and former administrators regarding the effectiveness of the various components of their respective programs. Thirteen former students and six administrators completed surveys and follow-up interviews to rate the effectiveness of components recommended to be included in schools for disruptive youth by the Pennsylvania Department of Education. Data were analyzed to identify the components students and administrators perceived to be effective and to compare the points of view of the two participant groups. The component that received the highest ratings from both the student and administrator participants was: providing a small and supportive school environment. There was a discrepancy of student opinion regarding the effectiveness of curriculum and instruction. Interviews with administrators led to findings regarding obstacles that the administrators identified as preventing the development of more effective programs. These included: (1) Rigid graduation requirements of sending school districts that prevent the development of curricula that would be more relevant to the students, (2) Limited budgets that prevent the purchase of needed resources, especially curriculum and technology, (3) Convoluted bureaucracies that hinder effectiveness of the curriculum and instruction in the alternative schools and (4) Inconsistency in the philosophy and the reality of the program mission as they relate to transitioning students from alternative education programs back to public schools.

Book excerpt: This qualitative case study examined the perceptions of staff and students of the alternative education programs within a suburban school district in Southeastern Pennsylvania. Participants in this study included seventeen staff members and nineteen students who were associated with the alternative program in the school district. A Likert scale staff and student survey developed by Research for Better Schools (RBS) were administered in addition to a researcher-created one-on ?one interview. The surveys and interview questions were developed to examine: (1) what participants believed the culture to be within the alternative school, (2) how teacher behaviors were perceived, (3) the opinion of the monitoring and assessment procedures and policies, and (4) the views on the overall student discipline and behaviors within the alternative education facility. Findings of the study revealed that the majority of the participants supported the alternative education system within the district. Research findings from the survey responses revealed that staff and student perceptions had a high level of agreement considering the relatively recent implementation of the program within the district. These findings can guide future research as school districts strive to support the needs of at-risk students in need of alternative methods of education.

Book excerpt: This mixed methods action research study investigated teacher-perceived consequences of the implementation of the Focused Support Program (FSP), a middle school alternative education program that sought to improve the academic performance of students at risk for failing multiple subjects. The FSP emphasized inclusion; students participated in co-taught mainstream classes in addition to alternative-students-only support classes. Student report card grades and disciplinary referrals were analyzed to determine whether they supported teacher perceptions. Four teachers from a suburban middle school bordering a city in the northeastern United States were interviewed and reported five positive and three negative consequences of FSP implementation. Positive consequences were reported as collaborative opportunities for teachers who instruct FSP students, increased classroom support, increased parental contact, improved academic performance, and positive relationships that developed between staff and students. Negative consequences were related to the degree of notoriety FSP students received from school staff, student individualized support, and different program expectations between FSP teachers and parents. Twenty-five FSP students from the same middle school formed the overall student sample, but the number of students included in each comparison varied according to individual participation in the area of analysis.
