Book excerpt: Coal mining is one of China’s largest industries, and provides an excellent case study through which to consider the broader issues of China’s transition from socialism to capitalism, focussing on the shift to a market economy, the rise of rural industry and the situation of China’s working class. Coal was one of the pillars of the planned economy but, the author argues, its shift to market-based operations has been protracted and difficult, particularly in moving from the artificially low prices of the planned economy to market prescribed prices - a change that had a major impact on the industry’s financial performance. The book goes on to considers the growth of small rural coal mines as part of the Township and Village Enterprises (TVEs) programme; these small mines have brought prosperity to areas where small manufacturing enterprises are not competitive, but at the same time have been the cause of many social and environmental problems. It also examines the situation of coal miners - arguably one the most vulnerable segments of the Chinese working class - under socialism and under capitalism, paying particular attention to the issue of work safety and coal mine disasters. The book provides a comprehensive and coherent treatment of these issues from the establishment of the People’s Republic up to 2010.

Sometimes they died by the dozens in fiery explosions, but more often they died alone, crushed by collapsing roofs or runaway mine cars. Many old-timers in coal-mining communities and even some historians have blamed the high fatality rate on ruthless coal barons exploiting miners in the single-minded pursuit of profit. The coal industry preferred to blame careless miners. James Whiteside looks beyond those charges in seeking to explain why the western coal mines were (and, to some degree, still are) dangerous and why territorial, state, and federal laws failed for so long to make them safer. Regulating Danger is the first extended study of the coal-mining industry in Colorado, New Mexico, Utah, Wyoming, and Montana. It exceeds the scope of traditional labor history in focusing on working conditions and the problems of workers instead of unions and strikes. After examining the inherent physical dangers of the work, Whiteside shows how the interplay of economic, social, and technological forces created an envi-ronment of death in the western coal mines. Book excerpt: Coal remains one of the principal sources of energy for the United States, and the nation has been a world leader in coal production for more than 100 years. According to U.S. Energy Information Administration projections to 2050, coal is expected to be an important energy resource for the United States. Additionally, metallurgical coal used in steel production remains an important national commodity. However, coal production, like all other conventional mining activities, creates dust in the workplace. Respirable coal mine dust (RCMD) comprises the size fraction of airborne particles in underground mines that can be inhaled by miners and deposited in the distal airways and gas-exchange region of the lung. Occupational exposure to RCMD has long been associated with lung diseases common to the coal mining industry, including coal workers' pneumoconiosis, also known as "black lung disease." Monitoring and Sampling Approaches to Assess Underground Coal Mine Dust Exposures compares the monitoring technologies and sampling protocols currently used or required by the United States, and in similarly industrialized countries for the control of RCMD exposure in underground coal mines. This report assesses the effects of rock dust mixtures and their application on RCMD measurements, and the efficacy of current monitoring technologies and sampling approaches. It also offers science-based conclusions regarding optimal monitoring and sampling strategies to aid mine operators' decision making related to reducing RCMD exposure to miners in underground coal mines.
