Book excerpt: Despite indications that interpersonal interactions are important for understanding individual labor-market outcomes and have become more important over the last decades, there is little analysis by economists. This paper shows that interpersonal interactions are important determinants of labor-market outcomes, including occupations and wages. We show that technological and organizational changes have increased the importance of interpersonal interactions in the workplace. We particularly focus on how the increased importance of interpersonal interactions has affected the labor-market outcomes of underrepresented groups. We show that the acceleration in the rate of increase in the importance of interpersonal interactions between the late 1970s and early 1990s can help explain why women's wages increased more rapidly, while the wages of blacks grew more slowly over these years relative to earlier years.

Book excerpt: Historically, the rate of unemployment for African American males has been double that of their white counterparts and the jobless rate for African American males living in Milwaukee has been called a “crisis” (Levine, 2007, 2008, 2010). Employment training and placement programs are part of the strategies to reduce joblessness among this group, with millions of dollars in public and private funding spent annually to support these economic development efforts. Programs include both technical and soft skills training, with the purpose of the latter to build skills proven to support retention; however, the intentional development of social capital is not a part of the curriculums. Multi-level research about the value, function, and applications of social capital is ongoing as individuals and organizations look for ways to use networks to accomplish a wide variety of goals, including employment attainment. The purpose of the study was to determine the use, effectiveness, and value of three specific social capital types- bonding, bridging, and linking- as they relate to job search and employment outcomes for African American males living in Milwaukee. A mixed-methods design was used to answer the research question: What is the role and impact of social capital as it relates to employment outcomes for African American males living in the City of Milwaukee? The sample consisted of two groups: (1) working aged African American males and (2) professionals who make hiring decisions as part of their hiring process. Study participants were asked about (a) network membership and participation, (b) use of networks in their job search, and (c) value and acceptability of specific social capital types as employment references. Frequency data provided the foundation for the quantitative analysis. The data confirmed Gowan’s (2010) assertion that the mere possession of social capital did not equate to an effective job search out come. More importantly, the data showed that employers did not accept references from bonding sources, instead requiring references from bridging and linking sources. The term social capital exemplifies the phrase it’s not what you know it’s who you know. Strategies to combat unemployment should include social capital instruction because of its ability to create pathways for the flow of information and exchange.

The low earnings and high vulnerability in the informal sector make this a major development issue for the region. Yet, there is no consensus on its causes and consequences, with the debate polarized between a view that informality is a problem of regulatory evasion and should be eradicated, and another that equates informality with economic exclusion. Recent advances in analyzing informality as the outcome of firm dynamics in distorted economic environments can help reconcile them. Building on these advances, the approach adopted in this volume clarifies that there are different types of informality, with different drivers and consequences. The report has four main messages that underscore the need for a multipronged strategy. First, informality in South Asia is dominated by firms that happen to be outside the purview of regulations because they are small, as opposed to those that remain small to escape regulations. Second, reforms of business regulations tend to have small direct effects on the informal sector, although they could have sizable indirect impacts on it if they succeed in removing major inefficiencies in the broader economy. Third, e-commerce platforms offer new opportunities to informal firms and workers, but many of them lack complementary skills or credit to benefit from such technologies. Fourth, a combination of contributory and non-contributory programs recognizing the heterogenous saving capacities of informal workers may be necessary to achieve more universal coverage of social insurance.

Book excerpt: Abstract: A person's schooling years are a formative time for cognitive development, and also a period of intense social interaction and friendship formation. In this paper, we estimate the production of social capital during adolescence and its effect on wages. We develop a model where homophily and coordination play crucial roles in the decision to socialize and study, which in turn determine educational attainment, network formation, and labor market outcomes. We document that individuals make investments to accumulate friends and other forms of social capital. Sometimes these investments compete with schooling investments (particularly when they involve alcohol consumption), but not always. These social investments have payoffs in the labor market and cannot be thought of as pure leisure. We estimate that receiving five to six friend nominations in adolescence has an impact on wage earnings of approximately 10%, comparable to a broad set of estimates of the return to an additional year of schooling. Therefore, policies that alter the schooling environment should be evaluated by their impacts on social capital as well as their impact on education
