Book Synopsis Pension Reform in the Baltics, Russia, and other Countries of the Former Soviet Union (BRO) by : International Monetary Fund
Download or read book Pension Reform in the Baltics, Russia, and other Countries of the Former Soviet Union (BRO) written by International Monetary Fund and published by International Monetary Fund. This book was released on 1998-02-01 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite their increasing fiscal burden, the public pension systems of BRO countries are failing to provide adequate social protection. Although there is a broad consensus about the need for pension reforms, BRO countries are debating whether to embark on systemic reforms or whether to correct the distortions in their pay-as-you-go (PAYG) pension systems. The paper reviews the measures taken by BRO countries during the transition period to address their pension problems and examines the options for further reform. It makes a strong case for a gradual reform approach aimed at establishing a multi-pillar system over the long run, but initially focused on implementation of “high-quality” reforms of the PAYG system.

Available in PDF, EPUB and Kindle. Book excerpt: This paper provides an overview of efforts in the Baltic countries to reform their pension systems, and examines the choices facing these countries in their continued reform efforts. Early reforms were aimed at correcting the flaws of the inherited Soviet system and, in particular, at shoring up the finances of the pension systems and reducing their distortionary impact. The Baltic countries have been in the forefront of transition economies in their pursuit of pension reform. They have taken important steps to shore up the long-run financial health of their existing pension funds and made preparations for the implementation of a three-pillar scheme. Although a move toward a fully funded pension system can potentially make an important contribution to the objectives of pension reform, such a change is neither necessary nor sufficient to meet these goals. The existing PAYG pension system can, at least in theory, be made sustainable by an appropriate adjustment of payroll tax rates and expected lifetime pension benefits, although the average replacement rate implied by such changes may well be fairly low, reflecting the expected demographic developments.

Book excerpt: For the Baltic countries, pension systems and insurance market developments are an ongoing process. The OECD has been monitoring and analysing these changes in the framework of the Baltic Regional Programme that is administered by the Centre for Co-operation with Non-Members (CCNM). Along with a publication on insurance (see Policy Issues in Insurance no.7 - Insurance in the Baltic Countries), the aim of the OECD project is providing Baltic policy makers and market players with an accurate analysis on their insurance and pension markets, and to assist in their drafting improved regulatory and supervisory frameworks to deal with these matters. The publication contains individual country reports, comparative analysis from a particular regional perspective, and therefore examines the key policy issues in the private pensions and insurance sectors.

Book Synopsis Pension Reform in the Baltic States by : Bernard H. Casey
Download or read book Pension Reform in the Baltic States written by Bernard H. Casey and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Baltic States - Estonia, Latvia and Lithuania - join the European Union in 2004. This paper examines pension reform in the three countries over the past decade in the light of the "European social model" and the "World Bank model". Part one seeks to define these two models. It shows how the former emphasizes income adequacy and solidarity while the latter stresses fiscal sustainability, savings and economic growth. Part two looks at reforms made and proposed. Initial reforms involved raising the retirement age and relating benefits more closely to earnings and service. This resulted in the establishment of pension systems similar to those in many European countries. Subsequent reforms involved attempts to shift from a publicly financed, purely "pay-as-you-go" system to one based upon "funding" and private, individual accounts. Such systems have been promoted by the World Bank. The appropriateness of this approach - its high transition costs, potentially high administration costs, and longer-term implications for the relative income status of retired people - is questioned. Part three draws conclusions. In the short and medium term, policymaker should safeguard income adequacy rather than seek the doubtful advantages of funding - in other words, look more to "Europe" than to "the world"

Book Synopsis Sustainability of Pension Systems in the New EU Member States and Croatia by : Leszek Kasek
Download or read book Sustainability of Pension Systems in the New EU Member States and Croatia written by Leszek Kasek and published by World Bank Publications. This book was released on 2008-02-01 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study finds that pension reforms in recent years have improved the efficiency and sustainability of pension systems in the new member states of the European Union and Croatia. However, for many countries, these probably have not gone far enough to ensure long-term sustainability, given the aging of the population. Reforms have included changes to Pay-As-You-Go (PAYG) systems, including increases in retirement ages (not at least for women), new benefit formulas, and new indexation mechanism. Some countries (Latvia and Poland) have further strengthened the link of contributions and benefits to the sustainability of the PAYG system through the introduction of national defined contribution accounts. The link is strengthened also by moving to a point system, which has been adopted by many of the countries. Several countries have introduced a second, private, pension pillar, funded through diversion of part of the pension contributions, thereby diversifying risk. However, some countries (in particular the Czech Republic, Slovenia, and Romania) will need to do more to safeguard the long-term viability of their pension systems, while others face challenges to ensure equitable pension systems and adequate living standards for all elderly people.
Book Synopsis Labour Market and Social Policies in the Baltic Countries by : Anders Reuterswärd
Download or read book Labour Market and Social Policies in the Baltic Countries written by Anders Reuterswärd and published by OECD. This book was released on 2003-04 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: Provides detailed information and policy recommendations in five topical areas: labor law; "active" and "passive" labor market policies; pension reform; long-term care of the elderly; and social assistance benefits as a last resort. The Baltic States - Estonia, Latvia and Lithuania - have made impressive progress since the early 1990s. They have now almost completed their preparations for accession to the EU. Most elements of labor market and social policy have been thoroughly reformed over the past decade. This OECD Policy Review analyses the key issues facing each country given its specific economic and social trends. Draws both positive and negative policy lessons from OECD experience. Also identifies Baltic policy initiatives, such as pension reforms, which are more advanced than those adopted in most OECD countries. In employment policy, a paramount goal must be to improve the institutional framework for innovation and job creation. Social spending needs to be contained because taxes and social insurance contributions are relatively high, placing a heavy burden on employment.
