The lapse of European influence in the 1960s left a diplomatic void, which the superpowers rushed to fill. Just as Dien Bien Phû and the Suez crisis thrust Asia and the Near East, respectively, into the diplomatic spotlight, so the Angolan crisis lent a multifaceted cast to Africa's international relations. The ebb and flow of African crises is now linked to the rhythm of superpower relations, but Laidï is quick to warn that Africa's internal political circumstances shape the boundaries for external influence and constrain any efforts of the superpowers to exert total control. Laidï's provocative study, here in its first English translation, addresses diplomatic strategy, often neglected economic considerations, the growing influence of the Bretton Woods institutions, and the decline of French influence in Africa.

Poverty in a Rising Africa décrit les problèmes de données et analyse systématiquement les informations disponibles sur la pauvreté et les inégalités dans une perspective tant monétaire que non monétaire. Le premier chapitre évalue la disponibilité et la qualité des données nécessaires pour cerner la pauvreté monétaire, examine les mécanismes de gouvernance et les processus politiques qui sous-tendent la production statistique et propose quelques méthodes pour combler le déficit de données. Le chapitre 2 évalue la robustesse des estimations sur la pauvreté en Afrique et brosse à grands traits le profil de ce fléau. Selon les auteurs, la réduction de la pauvreté en Afrique est peut-être légèrement supérieure à ce que les estimations traditionnelles portent à croire. Pour autant, même les estimations les plus optimistes indiquent que davantage de personnes vivaient dans la pauvreté en 2012 qu’en 1990. Le troisième chapitre considère la pauvreté dans une perspective élargie en prenant en compte les dimensions non monétaires du bien-être, telles que l’éducation, la santé et la liberté, en utilisant la méthode d’Amartya Sen (1985) axée sur les notions de capabilities et de functionings. Des progrès ont certes été accomplis dans plusieurs de ces domaines, mais les niveaux de résultats restent obstinément bas. Enfin, le chapitre 4 examine les données relatives aux inégalités en Afrique en analysant non seulement les types d’inégalités monétaires, mais aussi d’autres aspects tels que l’inégalité des chances, la mobilité intergénérationnelle dans le travail et l’éducation et l’extrême richesse.

Maya Boutaghou’s latest book—her first in English—treats colonialism as analogous to a disease, manifesting itself in symptoms of multilingualism and cultural pluralism. Boutaghou shows how violently imposed multilingualism engenders in the mind of the colonized subject a state of permanent self-translation between two or more languages with unequal political and emotional power. They must endure a plural perception of the self, defined by the restless movement of self-translation, which becomes reflected in a literary dynamic frequently overlooked or misunderstood by previous scholarship. In doing so it is argued that a poetics dependent on tropes and techniques, such as metaphor, allegory and montage, establishes connections across space and time which oblige us to perceive cultural memory not in terms of its singular attachment to a particular event or bound to specific ethno-cultural or national communities but as a dynamic process of transfer between different moments of racialized violence and between different cultural communities. The structure of the book allows for both the theoretical elaboration of this paradigm for cultural memory and individual case-studies of novels and films.
