Book excerpt: State administrative law is a difficult topic based on the three branches of government and the role each plays in administrative law. In Pennsylvania, the rise of administrative agencies beginning in the 1930s has resulted in multiple agencies, just as in all states. The development of administrative law has grown dramatically in the last fifty years. First, the passage of the Commonwealth Documents Act (1968) creating the Pennsylvania Bulletin and Pennsylvania Code made it mandatory for the publication of proposed and final regulations on a timely basis. Second, the creation of an intermediate appellate court to address administrative law cases in both original and appellate processes is unique in state court jurisdictions. The Pennsylvania Commonwealth Court, begun in 1970, now has a fifty-year history of case law.
