Book excerpt: In the years following World War II, the concept of State Welfare did seem to be the golden mean between Marxian revolution and laissez faire evolution in the human pursuit of social justice. Western democratic states that upheld the primacy of the individual and his liberty over that of the 'State' operationalized State responsibility for welfare on the basis of social policies compatible with their socio-political and economic systems. This resulted in the coming into existence of a large number of services rendered by the State to its citizens touching all aspects of their lives, cutting through informal, intermediary institutions, and developing a direct link with it. The focus of this study is on these services in two such states, i.e., the Netherlands and the United Kingdom. Their provision and administration for ethnic minorities that form part of their national communities is dealt with in particular. The Netherlands and the United Kingdom have constitutional monarchical systems based on the sovereignty of the people. Liberalism is an underlying sociological base for their societies. Both had acquired overseas colonies which resulted in the settlement of people with ethnic origins different from their dominant group within their national communities. These factors make the two comparable. However, the ideological basis, social and economic forces and movements that led to the establishment of State welfare in the two states differ significantly. The study reveals that their particular ideological positions on State-Society relations have a significant impact on social policies adopted by them and in the modalities of their implementation. The British stand on assimilation in one dominant culture and the Dutch stand on integration with acceptance of pluralism throw up the genuine problems in the harmonization of social policy in a United Europe of the future.

Book excerpt: This major thematic and historical overview provides a clear guide to key welfare practices and developments in the public, private, voluntary and informal welfare sectors in twentieth-century Britain, outlining the dominant ideas about welfare in the period in question. As such, it offers an effective bridge between historical and contemporary concerns, drawing out some of the more rarely articulated premises of courses in the history of social policy and illuminating the social, political and economic dimensions of its subject.

Book excerpt: First published in 1973, The Expansion of Social Work in Britain presents an overview of the history of social work to develop an understanding of what modern social work ‘is’ and of what the rapid expansion of social work ‘means’ as a social phenomenon. Divided into three parts, Part I examines the traditions and the forms of social action in the nineteenth century from which social work originated. Part II presents the period following the Second World War and concentrate particularly on the development of family casework in relation to what was sometimes called ‘the problem of the problem family.’ Part III examines the context of the expansion of social work in Britain into the field of community work. This book is an essential read for students of social work and social work professionals.

Book excerpt: Social policy is central to social work practice. This textbook is designed to help students, practitioners and academics think critically about the relationship between policy and practice; particularly in how policy both structures and informs practice. Reflective questions help critical thinking and links to websites of substantive information across the UK and internationally help keep you up-to-date with policy developments. The authors′ experience and skills in working with different service user groups combine to provide a constructive and critical approach to working with social policy in an era of welfare retrenchment. Key topics include: discretion and practice; social work training and education; safeguarding children; responses to the needs of looked after children; personalization in adult care; ’race’ and welfare policy; domestic violence; mental health and capacity; and comparing social work and social care internationally.
