Book excerpt: Although the September 1991 Draft National Military Strategy document identified peacetime engagement as a key direction of the Department of Defense, what is peacetime engagement, and is it a relevant military mission? This paper defines the term (changed to forward presence operations in the January 1992 National Military Strategy of the United States), examines the differing arguments of whether it is a relevant military mission, and explores the impact of this policy on the Army. It concludes that while it is a relevant policy, there are a number of hurdles that must be first overcome. These hurdles include (1) a lack of a government policy on when and where to use it, (2) an inadequate government system for interagency cooperation, (3) a lack of public support, and (4) the potential that the military will become part of the problem, instead of the solution. If these hurdles can be overcome, then the military must be ready to take on the mission. To be fully prepared, the military must first resolve a number of doctrine, force structure, and training issues.

Both nations declare that peace and stability in the Asia-Pacific region are in their national interest. Special Operations Forces (SOF) have often been in the vanguard of US peacetime military engagement programs. The characteristics, capabilities, and missions of SOF have proved effective in peacetime engagement. Military-to-military contact between SOF and the militaries of Thailand and the Philippines has assisted in preparing those nations for leading roles in the UN mission in East Timor. This study examines the feasibility, acceptability, and suitability of a SOF engagement program with the PRC. Application of the FAS test is often used to determine the soundness of proposed courses of action and may also provide insight into how a SOF engagement program with China can be implemented. Global economics is pushing the US and PRC closer together. Common problems and interests are emerging within the region. There may be opportunities for the PLA and US forces to work together, for the common interest of both nations.

By virtue of their strategic location adjacent to Russia, the Middle East, and Europe s periphery, and their large-scale oil and natural gas deposits, Transcaucasia and Central Asia have become important testing grounds of this strategy. The U.S. goal of irrevocably integrating these states into the Western state system economically, politically, and militarily has made them an intensifying focus of international rivalry with Russia. Moscow still perceives these areas as part of its sphere of interest and deeply resents U.S. engagement there. Furthermore, Moscow's current war with the breakaway province of Chechnya demonstrates its willingness to contest expanding U.S. interests forcefully. Moreover, in this region many factors exist that could cause other conflicts. Accordingly, it is a sensitive place to test the strategic rationale of the engagement strategy and its military corollary, a strategy whose goal is to shape the emerging environment in directions that we wish to see. This monograph contributes to the debate that has just begun and which undoubtedly will last for a long time over what our strategy for the new states should be and how it should be carried out.

As long as the United States demonstrates global leadership and promotes global cooperation, the U.S. military will be committed to this strategy for a long period of time. In regional engagement, U.S. Army Special Forces are the common denominator. Special Forces enter the engagement process on the ground floor during the peacetime engagement process and stay in theater throughout the continuum of conflict. The purpose of this paper is to demonstrate the "uniqueness" of Special Forces in terms of application in CINCs' engagement strategies. The second purpose is to familiarize other branches of the Army and other services on the versatility and applicability of Special Forces. Commanders need to understand the capabilities of Special Forces in order to increase their chances for success in an uncertain future.
