Book excerpt: Although the September 1991 Draft National Military Strategy document identified peacetime engagement as a key direction of the Department of Defense, what is peacetime engagement, and is it a relevant military mission? This paper defines the term (changed to forward presence operations in the January 1992 National Military Strategy of the United States), examines the differing arguments of whether it is a relevant military mission, and explores the impact of this policy on the Army. It concludes that while it is a relevant policy, there are a number of hurdles that must be first overcome. These hurdles include (1) a lack of a government policy on when and where to use it, (2) an inadequate government system for interagency cooperation, (3) a lack of public support, and (4) the potential that the military will become part of the problem, instead of the solution. If these hurdles can be overcome, then the military must be ready to take on the mission. To be fully prepared, the military must first resolve a number of doctrine, force structure, and training issues.

These missions include disaster relief, counterterrorism, counterdrugs, humanitarian relief, peacekeeping, and peacemaking. We designed a framework of criteria to address these issues, and to place military solutions to international security problems in the context of other, nonmilitary solutions. The report also identifies the implications of peacetime engagement missions for DoD organization and training.

Book excerpt: This paper presents a strategy for peacetime engagement between the United States Army and the Chinese People's Liberation Army (PLA) ground forces. A generation of PLA officers, several who fought us in the Korean War, is preparing to pass the leadership of the PLA to a new generation. This new generation of PLA leaders' contacts with the United States Army is virtually nonexistent. It is imperative these young officers learn about us and we about them. If not, the U.S. Army may again, as did American soldiers in the Korean War, find itself on some Asian terrain, surprised, outnumbered, isolated and cutoff by an Army who will give no quarter. This paper recommends three steps for the U.S. Army to open effective lines of communication with the PLA. They are: synchronize the Army's message to the PLA throughout the force, and across the world; assist the PLA in its mission of nation building; and bring the strengths of the U.S. Army Reserve and Army National Guard to this effort. These measures, combined with efforts from other DOD and U.S. government departments, can help the U.S. and China become honest, frank and forthright neighbors for peace in the Asia-Pacific region.

Both nations declare that peace and stability in the Asia-Pacific region are in their national interest. Developing areas where the PRC can play a constructive, responsible role in Asia-Pacific development is a major objective of USPACOM's China engagement program. Special Operations Forces (SOF) have often been in the vanguard of US peacetime military engagement programs. The characteristics, capabilities, and missions of SOF have proved effective in peacetime engagement. Military-to-military contact between SOF and the militaries of Thailand and the Philippines has assisted in preparing those nations for leading roles in the UN mission in East Timor. This study examines the feasibility, acceptability, and suitability of a SOF engagement program with the PRC. Application of the FAS test is often used to determine the soundness of proposed courses of action and may also provide insight into how a SOF engagement program with China can be implemented. Global economics is pushing the US and PRC closer together. Common problems and interests are emerging within the region. There may be opportunities for the PLA and US forces to work together, for the common interest of both nations.
