Three recent events, however, have been responsible for significantly altering the pattern of peacekeeping in the region: the Camp David accords, which, because they were opposed in the U.N. by the Soviet Union and most Arab nations, prevented U.N. sponsorship of a Sinai peacekeeping force; the June 1982 Israeli invasion of Lebanon, during which the U.N. Interim Force was made to look ineffectual; and the Sabra-Shatila massacres in South Beirut three months later, which prompted the deployment of a multinational peacekeeping force. Next, based on the military and political aspects of the region, the monograph addresses the future peacekeeping force commander’s concerns with military credibility, freedom of movement, and force protection. The study concludes with a summary evaluation of the necessary size and type of force for future peacekeeping in the Golan Heights. Based on the assumption and an analysis of the political and military considerations, future peacekeeping operations in the Golan Heights would require a MFO type force under the command and control of the United States. Due to the essential requirement for force protection due to the potential of pre-emption by either Israel or Syria and of terrorist attacks, a heavy brigade would be the most effective force in maintaining the peace while protecting the force.

Book excerpt: Sweden, a neutral state since early in the nineteenth century, has made an active contribution, with forces and observers, to most of the United Nations peacekeeping operations. The benefit has been mutual: for the UN the commitment of a prosperous state with a tradition of military preparedness despite its neutrality, and for Sweden the opportunity to practise military leadership and test its soldiers in complex situations, often involving actual fighting. Sweden's important activity in this field has been little documented, and hardly at all in languages other than Swedish. This is now remedied with a comprehensive casestudy of a model UN operation which directly affected the political result--which was the transformation of Sinai, a classic theatre of war, into a peace front. The study is in two parts. The first is chronological, and begins with the establishment of the UN Emergency Force (UNEF II) after the October War of 1973; the political antecedents involving the Secretary-General, the Security Council and the countries approached for contributions; the interposition of "mini-battalions" between the Egyptian and Israeli front lines; the UNEF build-up, the complex separation of forces, the establishment of the blue helmets in the buffer-zones, routine activities and incidents, and finally--after a peace treaty--the winding-up of the UN force. The despatch of a Swedish advance guard to a new peacekeeping force in Lebanon in 1978 is also described. The three levels and locations of command--UN headquarters in New York, UNEF headquarters, and the fourteen successive Swedish contingents--are all given their due weight. The second part is analytical, looking not only at the course of events, but at the different concerns of the military staff: operational, logistical and personal. The final chapter sums up the essential experience and lessons of the operation, with some proposals for improvements.

Book excerpt: During peacekeeping the period from 1974 to 1984 a number of initiatives took place in the Eastern Mediterranean region. ostensibly to act The forces involved were deployed between the Israelis and the neighbouring Arab states on their borders. They met with varying degrees of success and failure. The purpose of this thesis is to assess four of these operations with a view to identifying the political and military factors which influenced their effectiveness, the organization of each force and the command problems they encountered. The introduction defines peacekeeping operations and traces the events and attitudes which have caused them to d~velop to their present manifestation. It also describes the conflict of reactions experienced by soldiers and officers who are trained for general war but are deployed as interpositional peace forces. The forces selected for the case studies are the Multinational Force and Observers (MFO) in the Sinai, the United Nations Disengagement Observer Force (UNDOF) in the Golan, the United Nations Interim Force in Lebanon (UNIFIL) and the Multi National Forces (MNF) in Beirut. Each case study comprises a historical background, and an assessment of the force deployment and operations. The role and impact of the force commanders are evaluated as well as the political and military factors which contributed its success. The concluding chapters show the phase of the operation when the influence of the commander is vital to the success of the force and the special characteristics and qualities required of him. Finally there is a summary of factors which may contribute to the overall success of a peace iniative.
