Book excerpt: The National Performance Management Measures; Assessing Pavement Condition for the National Highway Performance Program provided in Subpart C of 23 CFR Part 490 includes an alternative method to report pavement conditions for Interstate and non-Interstate National Highway System locations where the speed limit is less than 40 mph.(1) This alternate method uses present serviceability ratings (PSR) to report pavement condition in lieu of using the International Roughness Index, measures of rutting and faulting, and percentage of cracking where the posted speed limit is less than 40 mph. Per 23 CFR 490.309(b)(1)(iv), the portion of the Interstate mainline highway pavements where PSR is allowable includes border crossings and toll plazas.(1) To address stakeholder concerns about the appropriate application of PSR, the Federal Highway Administration (FHWA) developed resources to support agencies that prefer to use PSR as an alternate pavement-condition-rating system, where permitted. In addition, many agencies do not collect PSR on their pavement segments; instead, they use Pavement Condition Index (PCI) or other indices computed from measured surface distresses in their pavement management systems. In light of this, section 490.309(b)(2)(iii) also allows State DOTs to convert other pavement-condition-assessment methods (e.g., the U.S. Army Corps of Engineers PCI) to PSR if the State establishes to FHWA's satisfaction that the conversion produces pavement condition ratings equivalent to the PSR method. In support of this rule, FHWA has developed this report to provide an approach for estimating PSR from measured surface distress data. It also illustrates correlations between commonly used indices and the PSR, as described in the Highway Performance Monitoring System Field Manual.(3) The appendix includes a guide for using a Microsoft(R) Excel(R)-based PSR Computation Workbook that was developed to assists with estimating PSR from measured surface distresses.(2)

Book excerpt: The Indiana Dept. of Transportation (INDOT) is using a pavement management system to identify roads for periodic maintenance and re-construction. The present serviceability index (PSI), pavement riding comfort index, is one of the major factors in selecting roads for rehabilitation. This study searched statistically realistic models for PSI and international roughness index (IRI) correlation. Ten random raters rated one mile long test sections at three roughness levels for both concrete and bituminous pavements. Two nearly identical cars were used and each rater rated the 20 test sections as a driver and as a front seat passenger. Each rater assigned a PSI value between 0 and 5 (0 for worst, 5 for best) and also marked whether the ride of the section was accepatable.

Book Synopsis Pavement Evaluation Using Road Meters by :
Download or read book Pavement Evaluation Using Road Meters written by and published by Highway Research Board. This book was released on 1973 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many instruments are available for measuring pavement roughness. Some of these instruments are costly and obtain very detailed data. Most require that pavement condition be measured at low speeds, thus demanding that production rates be quite low. For many years, engineers have been searching for a device that gives the required information but is inexpensive to produce and operate. The road meter, first developed by Max P. Brokaw, is a simple device that essentially measures the relative movement of the rear axle of a passenger car with respect to the frame of the car. This device permits obtaining a large amount of data and can in fact be operated by 1 person in a passenger car, although generally 2 individuals are required. Because the instrument is new, a need has existed to bring together engineers and researchers who are using the device to discuss the experience of various agencies in obtaining pavement condition data by this technique.

Available in PDF, EPUB and Kindle. Book excerpt: Emphasizing sound, cost-effective management rather than emergency repairs, this comprehensive volume offers practical guidelines on evaluating and managing pavements for airports, roads, and parking lots. The author focuses on the implementation and maintenance of successful management strategies for both network and project levels, with repair techniques also described . Detailed chapters: 1) outline step-by-step procedures for project and network level pavement management 2) illustrate effective cost analysis and budget planning for pavement maintenance 3) guide the reader in the selection and use of non-destructive deflection, roughness measurement, and friction measurement equipment 4) present state-of-the-art pavement rehabilitation and condition prediction techniques 5) demonstrates the Pavement Condition Index (PCI) procedure for airfields and surfaced and unsurfaced roads. Extensive appendices serve as a field manual for identifying all types of pavement distress and their causes, and hundred of photographs facilitate accurate pavement evaluation. Civil and pavement engineers will find complete information on pavement inspection, evaluation, and management in this indispensable reference.
