Privatization, in its many forms, is now seen as a viable alternative to traditional ways of providing public services and can bring substantial benefits to residents. With greater accountability being demanded and pressures on local officials to hold the line on or reduce taxes, efforts to find innovative service delivery methods will probably increase. Cities, such as Atlanta, Indianapolis, and Charlotte, are examples showing that contracts with private businesses can work to benefit all parties. Local officials must move ahead cautiously, and not all attempts at privatization or contracting have succeeded. Some cities, after an evaluation, have decided to provide services with municipal employees. The main issues underlying privatization decisions will be addressed conceptually so that practitioners and academics benefit from a review of the current thinking on the issues. At the same time, exemplary practices and case studies are included so that readers can understand how privatization and managed competition have been implemented in local governments. Special attention is paid to administrative questions that may arise during the implementation process. For example, ways in which cities have worked with employees who fear displacement because of the privatization process are described. The book breaks new ground by including references to recent innovations in public-private partnerships and describing how privatization may evolve in the future.

Book excerpt: In the early 1990s, Chautauqua County, N.Y. was pulling out of an economic slump. Keen to maintain services while reducing taxes and building government reserves, the county executive aggressively restructured government services using a mix of strategies -- sometimes privatizing services, but at other times bringing previously privatized work back in house. The county also cooperated with other local governments to achieve economies of scale, and introduced performance-based incentives to promote efficiency and investment in new technologies within county departments. By 1997 the county funds were up, the tax rate had fallen, and services had expanded. In the end, the county's officials decided that, barring a few exceptions, neither the private nor public sector offered an inherent advantage, so they found a middle path between those who stress the advantages of privatization and those who advocate for the direct provision of services by government. Successful local governments such as Chautauqua County's recognize privatization as one of a number of available tools for restructuring their operations. Other such tools include inter-municipal cooperation, performance-based incentives, and cooperative labor-management relations. All of these options can help governments enhance economic and social efficiency. While privatization represents the most widely pursued alternative to public service delivery, local governments use a wide set of restructuring strategies in order to address a variety of market conditions and a broad range of social concerns.

Book excerpt: Local governments spend roughly $1.6 trillion per year to provide a variety of public services ranging from police and fire protection to public schools and public transit. However, we know little about public sector's productivity in delivering key services. To understand the productivity both over time and across space, we examine public bus service, which represents a standardized output for benchmarking the cost of local government service provision. There is significant dispersion across transit agencies in the operating cost per bus mile with the highest being more than three times as high as the lowest among top 20 largest cities by population. We estimate the cost savings from privatization and explore the political economy of why privatization rates are lower in high cost unionized areas. Our analysis finds that the full privatizaton could result in cost savings of $5.7 billion in 2011 and that the gain in economic efficiency from more closely aligning bus fares with production costs would be worth at least half a billion dollars.
