Malaysia is one of the middle-income economies that are going through rapid structural change. Since the mid 1980s it has changed to an industrially based economy with large-scale export of electrical and electronic components. However, thirty years after Malaysia's re-distributive policies have been exercised, regional inequality still exists. This book examines the nature and impact of regional policies in relation to the patterns of demographic and economic structural change and in relation to growth, distribution and income disparities across regions in Peninsular Malaysia. The book also explores the degree to which differences in regional manufacturing distribution and concentration have contributed to regional inequality. It concludes with a number of recommendations for regional policies that will reduce this inequality.

Book excerpt: Malaysia has been experiencing favorable economic growth since the 1960's. Several development initiatives has been introduced in order to spread development equally between the states in the country. However, recent evidence shows that there is an increasing trend of inequality and disparity between its economic region. This research is an exploratory examination of the role of Small and Intermediate Centers in national development in Peninsular Malaysia. It has three major focuses: First, it reviews the theories and approaches to development particularly the spatial development theories. Second, it reviews and examines the process of development planning in Malaysia: the extent of regional development differential: and regional development strategies. Finally, it analyzes the development potential of Small and Intermediate Center as regional development measure aiming at resolving the problems of socio-spatial disparities and inequalities There are several findings of this research: - The highest growth rate of urban population in Peninsular Malaysia are occurring in the Small and Intermediate Centers. - The availability and quality of urban services are strongly related to Small and Intermediate Centers population growth rate; and movement of population within and outside their Municipal Council boundaries. This movement is also related to housing and employment. This research has two policy recommendations: 1. Decentralization policy should be strengthened for these reasons: i. to tap the fullest potential of intermediate centers; and b leaving the effect of self-perpetuating development to its maximum for National Regional Centers 2. Urban services in Small and Intermediate Centers should be improved in order to increase the 'capacity to absorb population'. This would provide 'cushion' for the influx of population from the rural areas.
