Book excerpt: The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? However, there are large variations in the amounts of water available to nations and regions, and growing concern surrounding the uncertainty associated with these supplies, due in large part to natural and human impacts on the water cycle. The need for alternative sources of fresh water has also been aggravated by the large influx of guest workers and significant improvements in the quality of life among Gulf populations. Therefore supplies are augmented by alternative sources—mainly desalinization, which meets most of the needs of these countries. However, this comes at a great financial cost as it is an extremely energy intensive process and has associated security risks, but many still see desalination as the only viable means of ensuring water supply in the region. Global food security also faces an uncertain future. The Gulf states suffer from a substantial food gap, and all the countries of the region are net food importers. The increase in the region’s population, rising income levels, and harsh weather conditions that prevent the increase of local food production, have resulted in a vast increase in the region’s food imports. The ECSSR 17th Annual Conference, Water and Food Security in the Arabian Gulf, held at the Center on March 26–27, 2012 in Abu Dhabi, and the resultant papers contained in this volume, provide a detailed investigation of the food and water security challenges facing the region. They explore water and food resource management strategies and policies in the Gulf states, the global geopolitics of water security, future demand trends in the Arabian Gulf region, and the particular challenges faced by the UAE in ensuring a reliable supply of food and water in the coming decades.

The framework tracks food security through three outcome indicators grouped under a core pillar and 21 causal indicators distributed along the four food security dimensions of availability, access, utilization and stability. The publication outlines the Framework's development process and rationale for selecting the indicators and introduces an innovative way to show results in the form of a dashboard composed of a double doughnut chart visualizing performance and a table summarizing key statistics and trends. It also presents the key results of tracking food security at the Arab regional level and the trend over the considered years. It shows that the region records poor performance for all three of the outcome indicators of undernourishment, food insecurity experience and obesity while also presenting the performance and trends for the remaining 21 other indicators. It identifies yields, food import dependency, logistics, food price volatility and low political stability as hotspots needing urgent action, among others. It also reveals declining trends in the prevalence of undernourishment and obesity as well as dietary energy supply, use of water in agriculture and unemployment, to name a few. This year, the report focuses on how trade can enable regional food security and nutrition. Arab countries rely significantly on imports for the essential food items necessary for diverse and healthy diets that they cannot locally produce in sufficient quantities due to limited natural resource endowments. Viable solutions are available in the Arab region and can be implemented through innovative policies, judicious use of new technologies, and stimulating public opinion. Integration across water, energy, and food sectors is obviously needed but achieving it in practice is extremely challenging. There are some gaps in the scientific understanding but at the same time there is a wealth of data and synthesized information that can guide decision-making.
