In War Party in Blue, Mark van de Logt tells the story of the Pawnee scouts from their perspective, detailing the battles in which they served and recounting hitherto neglected episodes. Employing military records, archival sources, and contemporary interviews with current Pawnee tribal members—some of them descendants of the scouts—Van de Logt presents the Pawnee scouts as central players in some of the army's most notable campaigns. He argues that military service allowed the Pawnees to fight their tribal enemies with weapons furnished by the United States as well as to resist pressures from the federal government to assimilate them into white society. According to the author, it was the tribe's martial traditions, deeply embedded in their culture, that made them successful and allowed them to retain these time-honored traditions. The Pawnee style of warfare, based on stealth and surprise, was so effective that the scouts' commanding officers did little to discourage their methods. Although the scouts proudly wore the blue uniform of the U.S. Cavalry, they never ceased to be Pawnees. The Pawnee Battalion was truly a war party in blue.

Drawing on archival sources from twenty-five generals and 250 volunteer officers and enlisted men, John Matsui offers the first major study to examine the ways in which individual politics were as important as military considerations to battlefield outcomes and how the experience of war could alter soldiers’ political views. The conservative war aims pursued by Abraham Lincoln’s generals (and to some extent, the president himself) in the first year of the American Civil War focused on the preservation of the Union and the restoration of the antebellum status quo. This approach was particularly evident in the prevailing policies and attitudes toward Confederacy-supporting Southern civilians and slavery. But this changed in Virginia during the summer of 1862 with the formation of the Army of Virginia. If the Army of the Potomac (the major Union force in Virginia) was dominated by generals who concurred with the ideology of the Democratic Party, the Army of Virginia (though likewise a Union force) was its political opposite, from its senior generals to the common soldiers. The majority of officers and soldiers in the Army of Virginia saw slavery and pro-Confederate civilians as crucial components of the rebel war effort and blamed them for prolonging the war. The frustrating occupation experiences of the Army of Virginia radicalized them further, making them a vanguard against Southern rebellion and slavery within the Union army as a whole and paving the way for Abraham Lincoln to issue the Emancipation Proclamation.

Book excerpt: This monograph argues that although the United Wa State Party (UWSP) has been branded by the international community as a "narco-trafficking army," the organization has an ethnic nationalist agenda whose aim is to build a Wa state within Burma. The UWSP is not innocent of narcotics-related crimes, but few conflict parties in Burma can claim to have clean hands. The weak capacity of the UWSP leadership has prevented it from developing a clear vision of how to develop a Wa state. Although the UWSP has promoted Wa nationalism, the population under its control is not mono-ethnic. The UWSP has implemented a ban on opium cultivation to comply with international pressure. It has called for international aid to offset the impact of the ban, but so far not enough assistance has come through. The organization has relocated thousands of Wa villagers to the Thai border area, displacing part of the original Lahu, Akha, and Shan populations and aggravating ethnic tensions. Relations with the government remain tense, and peace has not been achieved. It is unlikely the UWSP will agree to disarm until some of its basic demands have been met. The United States has indicted eight UWSP leaders on drug trafficking charges. Thailand sees the UWSP as a security threat and accuses it of producing amphetamines. China has a better relationship with the UWSP and has given support and technical advice to the organization. The drug trade is controlled by powerful ethnic Chinese syndicates that have no interest in conflict resolution and state building. Demonizing and isolating the UWSP will make the organization more dependent on them, and will obstruct reconciliation efforts in Burma.

There followed a massive military purge, from the officer corps through the rank-and-file, that many consider a major factor in the Red Army's dismal performance in confronting the German invasion of June 1941. Why take such action on the eve of a major war? The most common theory has Stalin fabricating a "military conspiracy" to tighten his control over the Soviet state. In The Red Army and the Great Terror, Peter Whitewood advances an entirely new explanation for Stalin's actions—an explanation with the potential to unlock the mysteries that still surround the Great Terror, the surge of political repression in the late 1930s in which over one million Soviet people were imprisoned in labor camps and over 750,000 executed. Framing his study within the context of Soviet civil-military relations dating back to the 1917 revolution, Whitewood shows that Stalin sanctioned this attack on the Red Army not from a position of confidence and strength, but from one of weakness and misperception. Here we see how Stalin's views had been poisoned by the paranoid accusations of his secret police, who saw spies and supporters of the dead Tsar everywhere and who had long believed that the Red Army was vulnerable to infiltration by foreign intelligence agencies engaged in a conspiracy against the Soviet state.
