Book excerpt: My interest in the 'refugee question' of the 1930s stemmed initially from time spent as an undergraduate at Manchester University, an interest which has been expanded, via a doctoral thesis, to the writing of this book. In wri ting about the German and Austrian refugees who fled to the Netherlands before the country was occupied in May 1940, the main aim has been to re turn the 'refugee question' of the 1930s into its pre-war context,a context from which it has often been dragged to provide an introduction to the events of the war period and the policies carried out by the Germans in oc cupied Europe. A study of the Netherlands provides the opportunity to look at refugees as a whole, not just as Jews, social democrats or communists, and also to examine the reaction and response of an European government to what was essentially a unique problem. I take great pleasure in recording my gratitude to the many people who have helped me in the course of my work. To the Dutch Ministerie van On derwijs en Wetenschappen and the Twenty-Seven Foundation for grants which enabled me to spend time in the Netherlands completing the research for this project, and to the British Acadamy for their financial assistance with publication costs. The combined share of the vote gained by the two major parties fell below 70 per cent, eliminating the option of a coalition between one of the two major parties (Christian Democrats and Social Democrats) with one of the smaller parties – the traditional pattern of government that had dominated German post-war politics since the late 1950s. The election resulted in the first national ‘Grand Coalition’ of the two major parties since 1969. While some have seen this government, elected in November 2005 and headed by the Christian Democrat Angela Merkel, as the symptom of a crisis of the traditional post-war German party system, others have highlighted the opportunities it opens up for constitutional and policy reform as Merkel’s ‘Grand Coalition’ controls an overwhelming majority of the votes in both houses of the German legislature. The German Election of 2005 analyses the road to the 2005 election and provide in-depth studies of the campaign and candidates, of voting behaviour and immediate consequences of the election, with contributions from leading experts from Germany, the United Kingdom and the United States. The findings are informed by theoretical and empirical work in the comparative study of parties and elections offering a nuanced, empirically rich picture of continuity and change in German electoral politics.

Michels' work sought to prove an "iron law of oligarchy" that governs the organisational evolution of democratic political parties. The work was closely informed by Michels' engagement with the German Social Democratic Party in the early 1900s, his involvement in radical politics in France and Italy in this period, and by his interest in a range of intellectual and social movements - including feminism, nationalism, racial theory, and the emerging disciplines of sociology and political science. Using archival and printed sources hitherto overlooked in work on Michels, this new study contests previous arguments which have sought to explain Michels as a disillusioned adherent of ideas of direct democracy or as an extremist moving from revolutionary syndicalism to fascism. The biographical and intellectual influences on Michels are shown to be more complex, and more transnational, than such schematic explanations have allowed. Andrew Bonnell sheds new light on Michels' relationship with the German Social Democratic Party and on his understanding of his own role as an intellectual in a workers' party. Bonnell also analyses Michels' problematical relationship with revolutionary syndicalism in France and Italy. Michels was connected to a possibly uniquely diverse network of intellectual and political contacts in pre-1914 Europe. This transnational intellectual history illuminates the intellectual worlds in which Michels moved and presents a new interpretation of his shift from the radical left of the spectrum to Italian fascism, an intellectual itinerary which has intrigued many historians.
