It analyzes on the one hand how laws and institutions are constituted and on the other hand how gender regimes are built at the local rural level, sometimes in compliance with these frames and sometimes contesting them. The articles, in diverse ways, give voice both to women's struggles for recognition and men's voices in gendered rural societies. Through applying the concepts of the welfare state and gender regimes within rural research, this book contributes to the further development of a comparative theoretical framework for rural gender studies. The importance of integrating rural gender studies into both the mainstreams of rural and feminist research has been emphasized in previous research, as has that of developing comparative analytical frameworks. The conceptual framework adopted in this volume sets out to meet this challenge by approaching rural gender relations as the meeting point of two core research areas: gender regimes and rural transformative processes. Research into gender regimes offers a promising analytical framework for comparing gender relations in diverse rural settings. At the same time, by addressing rural concerns deriving from the specificity of rural transition processes and gender regimes, the approach also contributes to an elucidation of the complexity of citizenship. Book excerpt: The tsunami that struck a dozen countries around the Indian Ocean on 26 December 2004 evoked international sympathy on a scale beyond any previous natural disaster. The international relief effort broke all records both in scale and diversity, with seven billion U.S. dollars donated from all over the world through public and private agencies for Sumatra alone. Simply as a reconstruction effort, therefore, the disbursement of those funds and the rebuilding of housing, infrastructure, and economy posed major national and international challenges. However this was not simply a reconstruction effort. Aceh at that time was a war zone, with Indonesia's military engaged in a major operation to crush a separatist rebellion that had been simmering since 1976. Even though the funds had been donated for tsunami relief, any real reconstruction of Aceh had to consider the impact of the conflict on the well-being of the population, as well as governance and administrative capacities. This volumes serves the purpose not only of discussing some of the lessons of the Aceh reconstruction and peace processes, but also of maintaining critical links between Aceh and the international community after the initial tranches of aid expire.

Citizens await the fruition of four successive recovery and reconstruction planning processes and the realization of essential infrastructure repairs. Repopulation in Orleans Parish has slowed considerably; the parish remains at best two-thirds of its former size; thousands of former residents who wish to return face barriers of many kinds. Heroic efforts at rebuilding have occurred through the efforts of individual neighborhood associations and voluntary associations who have attempted to address serious losses in affordable housing and health care services. Walking to New Orleans traces how a dominant but paradoxical model of the relation between the human and natural worlds in Western culture has informed many environmental and engineering dilemmas and has contributed to the history of social inequities and injustice that anteceded the disasters of the hurricanes and subsequent flooding. It proposes a model for collaborative recovery that links principles of ethics and engineering, in which citizens become active, ongoing participants in the process of the reconstruction and redesign of their unique locus of habitation. Equally important, it gives voice to the citizens and associations who are desperately working to rebuild their homes and lives both in urban New Orleans and in the villages of coastal Louisiana.
