Book excerpt: This study aims to derive and disseminate lessons learned on fisher participation in fisheries management as well as ways of supporting livelihoods through responsible fisheries management. It is intended primarily for government staff, non-governmental organizations and staff in other agencies working on artisanal fisheries management and poverty alleviation in developing countries. The study is based on ten case studies in four West African countries. The analysis focuses primarily on three topics: the role of artisanal fishers and government in marine fisheries management; issues and constraints in existing marine fisheries management; and the effect of marine fisheries management on artisanal fisheries' livelihoods

Book excerpt: This study summarizes the main concepts involved in the assessment and management of fishing capacity. It discusses why capacity management and the problem of overcapacity have become key issues for fisheries management in the new millennium. The paper explains why overcapacity develops in the fishery and the role that fisheries management has played in contributing to this development in the past. Methods for estimating current and desired levels of capacity are discussed, and a range of potential indicators of overcapacity is described. The effectiveness of various capacity management programmes that have been applied in various fisheries around the world is also discussed, along with an explanation as to why many of these programmes have been ineffective. Potential management systems that have proven effective in reducing overcapacity are also presented and discussed.

Book excerpt: The Workshop on investing in ecosystem-based shrimp and groundfish fisheries management of the Guianas –Brazil shelf, was held in Barbados, from 7 to 8 September 2015. The Workshop was the First meeting of the joint Working Group on Shrimp and Groundfish. The experts attending the workshop discussed three background documents on bioeconomic analysis of the fisheries, the current management arrangements as well as a proposal of investment plan for the shrimp and groundfish fisheries in the sub-region; all three documents are included in this volume. The subregional shrimp and groundfish management and investment recommendations are in line with the outcomes of the CLME+ project on “Catalysing Implementation of the Strategic Action Programme for the Sustainable Management of shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems”, and this project will support regional adaptation and implementation of the recommendations in the near future.

Available in PDF, EPUB and Kindle. Book excerpt: The importance of fisheries is not lost in the global policy arena. What is often overlooked in the general discourse, however, is the significant difference between small-and large-scale fisheries. Major rethinking about all aspects of small-scale fisheries is required, including their contribution to catches, employment, livelihood, food security and conservation. This book is a collection of essays about the diverse, complex and dynamic contexts that characterize small-scale fisheries around the world. The essays highlight the strengths, capacity, motivation and contributions associated with this fishing sector. They remind us that solutions and opportunities for the viability and sustainability of small-scale fisheries can be found, once the issues are understood from a holistic perspective and possible options, including inventive governance arrangements, are fully explored. The authors are scientists and practitioners who work in small-scale fisheries in various parts of the world, many of whom participated at the first World Small-Scale Fisheries Congress (WSFC), held in Bangkok in October 2010, and are members of the global research network for the future of small-scale fisheries, Too Big To Ignore. The editor, Ratana Chuenpagdee, the initiator of the WSFC, is Canada Research Chair in Natural Resource Sustainability and Community Development at Memorial University of Newfoundland, Canada. Book excerpt: Following the endorsement of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) by the FAO Committee on Fisheries (COFI) in June 2014, and in line with Paragraph 13.6 of the SSF Guidelines promoting the development of regional plans of action for their implementation, a regional consultation was held to discuss the implementation of the SSF Guidelines in West and Central Africa. The objective of the consultation was to raise awareness of the important role of the small-scale fisheries sector and how this is addressed in the African Union’s Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the ECOWAS regional fisheries and aquaculture policy (under development with support from the FIRST programme), and the SSF Guidelines. It also provided an opportunity to share experiences and identify actions needed to support and promote small-scale fisheries in the CECAF region.

Book excerpt: This study analyses the livelihoods of marine fishing communities in the Indian coastal state of Orissa using the sustainable livelihoods approach. It investigates the relationships between livelihoods and coastal poverty and seeks to develop simple qualitative indicators to monitor the changes in these relationships over time. The key trends affecting the livelihoods of the poor in the coastal fishing communities in Orissa range across the whole spectrum of "assets" - i.e. the natural, physical, social, human and financial - and contribute to changes in terms of availability as well as access to the assets for the poorer stakeholders. This paper also examines the impact of seasonality and shocks upon the fisheries-based livelihoods and the importance and influence of various policies, institutions and processes in addressing the fishers' need to cope with their vulnerability context in a meaningful manner. It summarizes the various factors having an impact upon the livelihoods of the fishers and develops them into simple indicators relevant in assessing the changing patterns of poverty in fishing communities of Orissa.

Book excerpt: During the last decade, there has been a shift in the governance and management of fisheries to a broaderapproach that recognizes the participation of fishers, local stewardship, and shared decision-making.Through this process, fishers are empowered to become active members of the management team, balancing rights and responsibilities, and working in partnership with government. This approach iscalled co-management.This handbook describes the process of community-based co-management from its beginning, throughimplementation, to turnover to the community. It provides ideas, methods, techniques, activities, checklists, examples, questions and indicators for the planning and implementing of a process of community-basedco-management. It focuses on small-scale fisheries (freshwater, floodplain, estuarine, or marine) indeveloping countries, but is also relevant to small-scale fisheries in developed countries and to themanagement of other coastal resources (such as coral reefs, mangroves, sea grass, and wetlands). Thishandbook will be of significant interest to resource managers, practitioners, academics and students ofsmall-scale fisheries.

Book excerpt: The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) represent the first ever international instrument dedicated to small-scale fisheries. They represent a global consensus on principles and guidance for small-scale fisheries governance and development. They were developed for small-scale fisheries in close collaboration with representatives of small-scale fisheries organizations in a participatory process between 2011-13, involving over 4000 stakeholders; facilitated by FAO, based on a mandate by COFI. They are directed at all those involved in the sector and intend to guide and encourage governments, fishing communities and other stakeholders to work together and ensure secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large.
