This book provides a policy evaluation on the payment schemes for forest ecosystem services in China. It examines PES schemes with respect to ecological effectiveness, economic and livelihood impacts, participation of local people, and the interlinkages with forest tenure reform. The evaluation is based on different cases across China's main forested regions. The implementation of payment schemes in China shows improvements in forest management and protection and an incentive-based governance method is employed instead of 'command and control'. New forest use practices are also created to couple local livelihood requirements with ecological conservation. The program aims to improve the ecological conditions of much of China, and the socioeconomic circumstances of hundreds of millions of people. GfG is the largest reforestation, ecological restoration, and rural development initiative in history, combining the biggest investment, the greatest involvement, and the broadest degree of public participation ever. The book is organised in three sections. Part One reviews the history of land management in China from 1949 to 1998, exploring the conditions that led to the introduction of GfG, and comparing it to other reforestation programs. Part Two offers an overview of GfG, describing the timeline of the program, compensation paid to farmers, the rules concerning land and plant selection, the extent to which these rules were followed, the attitudes of farmers towards the program, and the way in which the program is organized and implemented by various state actors. Part Three discusses the impact of the GfG, from both ecological and socio-economic standpoints, looking at the economic benefits that result from participating in the GfG, the impact of the GfG across local economies, the redistribution of the labor force and the sustainability of the program, in particular the question of what will happen to the converted land when payments to farmers end.

Book excerpt: The disappearance of China’s naturally occurring forests is one of the most significant environmental shifts in the country’s history, one often blamed on imperial demand for lumber. China’s early modern forest history is typically viewed as a centuries-long process of environmental decline, culminating in a nineteenth-century social and ecological crisis. Pushing back against this narrative of deforestation, Ian Miller charts the rise of timber plantations between about 1000 and 1700, when natural forests were replaced with anthropogenic ones. Miller demonstrates that this form of forest management generally rested on private ownership under relatively distant state oversight and taxation. He further draws on in-depth case studies of shipbuilding and imperial logging to argue that this novel landscape was not created through simple extractive pressures, but by attempts to incorporate institutional and ecological complexity into a unified imperial state. Miller uses the emergence of anthropogenic forests in south China to rethink both temporal and spatial frameworks for Chinese history and the nature of Chinese empire. Because dominant European forestry models do not neatly overlap with the non-Western world, China’s history is often left out of global conversations about them; Miller’s work rectifies this omission and suggests that in some ways, China’s forest system may have worked better than the more familiar European institutions.
