This book has presented the double-edged claim of microcredit proponents that microcredit not only supports rural poor to come out of poverty, it also empowers poor rural women in particular. This book is mainly grounded on research based on Bandipur Rural Municipality of Nepal. It has made the study of women from 3 settlements of Bandipur, who had availed microcredit facilities from some microcredit providing institutions or organizations in Bandipur. The data has been analyzed through qualitative data analysis under which both descriptive and explanatory methods. The data analysis is made on the basis of caste/ethnic group. The results showed that most of the females who availed the facility of microcredit finally got socioeconomic empowerment through acquiring the access to capital, control over resources, self-esteem, confidence level, decision making power, etc. Results are varied on Dalit, Janajati and Brahmin/Chhetri women. The findings showed that microcredit has significant impact on the upliftment of socio-economic empowerment of the borrowers of Bandipur. The income pattern of the respondent women has been changed. Daily wage earning and agricultural production were the main source of income before joining the program but after joining the microcredit program the sources of income shifted to small scale business, sale of livestock product and agricultural product. Entrepreneurship in microcredit beneficiary women has been increased. Apart from the changing income pattern, role of women in decision making about the resources mobilization for household activities, participation in societal affairs has also been increased. The economic dependency had restricted women in decision making power in all the spheres not only economical but also in other family and social affairs. But it has been changed now. Since, women are capable to generate regular income from their small enterprises; their dependency on male for money is reduced. Women's confidence and social status has increased after involvement in MC programs. Microcredit, though an effective poverty alleviating instrument, is not suitable for all categories of the poor. For those trapped in chronic poverty, no assets base to protect themselves from the countless webs of shocks, microcredit can be ineffective and sometimes counterproductive. Some cases of Dalit settlement have proved it.

Book excerpt: Internationally acclaimed institutions within the development field, such as the United Nations (UN) and the International Labour Organization (ILO), have taken a keen interest in the cooperative model as a mechanism that can be utilised to promote financial inclusion. However, in Swaziland, there have been mixed views regarding the role of savings and credit cooperatives (SACCOs) in facilitating access to financial services for their members. Moreover, within applied economics literature, research has been scarce on the role of savings and credit cooperatives in facilitating access to credit. Additionally, there has been limited knowledge concerning the role of savings and credit cooperatives in promoting access to credit in developing economies like Swaziland. The main objective of this study was to assess the role of savings and credit cooperatives in promoting access to financial services, especially credit services to their members. Empirical analysis was based on both the qualitative and quantitative approaches that utilised a combination of primary and secondary data. The data was collected in a survey of 38 savings and credit cooperatives in Swaziland through face-to-face interviews with respondents and from the cooperative data analysis system (CODAS). The data analysis tool utilised for this analysis was the Statistical Package for Social Science (SPSS) version 22. The results of the study indicated that savings and credit cooperatives in Swaziland have a high level of outreach with an average membership of 631 members, with 46 percent representing women, and also have one physical access point. In addition, in 2014 they managed to accumulate total assets worth E17 333 051, mobilised savings worth E13 501 341, and issued loans worth E11 154 433. However, these savings and credit cooperatives also experienced a huge amount of outstanding loans, accumulating to E12 542 230 in 2014, and a significantly low level of penetration of 3.09 percent. The results of the study also showed that savings and credit cooperatives in Swaziland failed to meet international standards of financial sustainability set for cooperatives. The social performance indicators revealed that savings and credit cooperatives utilise occupation as the common bond. Their development goal is to improve financial access and eradicate poverty for their members, although the savings and credit cooperatives are modest in that they are established to target low-income and middle-income earners. The results also showed that the savings and credit cooperatives vary in terms of human resource policies and staff incentives. In addition, SACCOs were reluctant to invest in enterprise financing ventures and they also experienced low client retention. It also transpired from the results that the major challenges faced by financial cooperatives in Swaziland included low levels of skills and competition from commercial banks. Another major challenge that emerged from the results was the introduction of the Financial Service Regulatory Authority (FSRA), which has escalated the workload of savings and credit cooperative managers/clerks in preparing quarterly reports to be submitted. This has also brought about confusion within the savings and credit cooperative movement as they now report to two separate entities, the FSRA and the Commissioner of Cooperatives. Retirements and retrenchments comprised another major challenge cited by the respondents, as some of the SACCOs have lost their faithful members due to the ending of employment tenures, which has also influenced their client retention rate.

Book excerpt: This paper compares the empowerment impacts of the UN Joint Program for Rural Women’s Economic Empowerment (JP RWEE) in Ethiopia, Niger, Nepal, and Kyrgyzstan using the Abbreviated Women’s Empowerment in Agriculture Index (A-WEAI). We assess the extent of empowerment and gender parity, and decompose the sources of disempowerment, separately for men and women and for beneficiary and control groups. We then estimate program impacts on A-WEAI and its component indicators and assess whether estimated impacts are consistent with the activities implemented by the program. We interpret the quantitative results in the light of the qualitative studies undertaken as part of the impact evaluation. Despite the diversity in country and cultural contexts, in all four countries, women are more disempowered than men, although large proportions of men are themselves disempowered. Excessive workload is the most common major contributor to disempowerment, and so is lack of group membership. The program had positive impacts on aggregate empowerment measures for program participants in Niger, Nepal, and Kyrgyzstan. Nevertheless, gender parity improved only in Nepal. The group-based approach was a clear contributor to women’s empowerment in Ethiopia, Nepal, and Kyrgyzstan. In Kyrgyzstan, the GALS/BALI approach contributed to impacts across almost all indicators of empowerment. The positive impact of GALS and GALS/BALI on men and women alike in Kyrgyzstan is consistent with emerging evidence that involving both men and women in gender transformative approaches, rather than focusing on women alone, may be key to effective and sustainable programs. Although impacts on time use were insignificant in the quantitative study, the qualitative work pointed out negative impacts, emphasizing the unintended consequences of increased workload for women who participate in livelihood interventions.
