Book excerpt: This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities. A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform. These areas are important both because they have wide gender gaps and because they help explain gender differences in entrepreneurial activities. It is particularly striking that while gender gaps in education tend to close with higher incomes, gaps in women’s property rights and in women’s participation in reform processes do not. As simply raising a country’s income is unlikely to be sufficient to give women equal ability to control assets or have greater voice, more proactive steps will be needed. Practical guidelines to move the agenda forward are discussed for each of these key areas.

Book excerpt: In the 1970s and early 1980s, there was a lack of contemporary, readily available studies of the informal relationships between the sexes; their day to day activities and expectations and how these were altering; especially in contexts in which there were radical demographic, political and economic changes taking place. Originally published in 1983, this volume documents the complexities and subtleties of the modes of interaction between women and men in one region of Africa. It seeks to provide insights and understanding of changing social contexts and relationships based upon ethnographic field work carried out in the previous decade. There are five sections. The first is comparative; presenting and analysing statistical data from the countries of the region; including demographic profiles of fertility, migration, mortality, as well as census and survey evidence on work patterns and education. It provides the broad framework within which the individual case studies are located. The theme of the first set of case studies is the traditional separation and interconnectedness apparent in the worlds of women and men in several culture areas in the spheres of arts and crafts, music, political roles, language, symbolism, ritual, domestic organization and resources and sexuality. The second set focuses on the theme of domestic cooperation and conflict, in production and consumption – in particular the conflicting claims and expectations of men and women, as spouses and kin. The third set of essays is concerned with the relative resources and opportunities of females and males in schools and employment contexts, in sexual encounters and in national community and domestic decision-making processes. The subjects of the final section include individualism, autonomy and dependence of the members of one sex upon the other. The increased individualism, resulting from migration and the scattering of kin, and the breakdown of cooperative work patterns between spouses and relatives is seen as leading to instances of both increased dependence on the one hand, especially of women on men, and increased opportunities for economic autonomy on the other. The case studies span a wide range of socio-economic conditions including studies of farmers, traders, fishermen and fishmongers, factory and office workers, the relatively rich and the relatively poor, from many different ethnic groups and six countries. The book was expected to be of interest to a wide range of readers in social science disciplines as well as to planners and administrators. It should still prove to be particularly relevant to the needs of university students in the fields of women’s studies, African studies, Black studies, sex roles, family relations, sociology and anthropology.

The paper investigates the paradox of increased female enrollment in education and the persistence of gender discrimination in labor force participation; it also considers the overwhelming importance of the informal economy in female economic activity. The first axis the paper studies is whether reducing educational gender gaps enhances growth in per capita gross domestic product and reduces female fertility rates and infant mortality. The question is, why would some African countries resist this pattern? The second axis examines agriculture and home production. Women's economic activities in the informal economy largely represent the commercialization of domestic skills and dependence on social networks. The shunting of female production to the informal sector in the male-dominated colonial economy is easy to understand, but why has the informal economy persisted where female production is concerned well beyond the colonial period? The paper attempts to explain these trajectories by using country case studies on Senegal, Botswana, and Kenya. Although women's contribution to growth and economic development seems to be positive and significant in predominantly Christian and mineral-rich economies, it is more constrained in pronounced Muslim dominated countries and agrarian economies. At the same time, impressive uniform growth in informal sector production in recent years suggests that occupational job segregation and gender inequality remain strong across the region, despite the apparent loosening of traditional norms and cultural beliefs, most notably illustrated by the reduction in educational gender gaps and increased female labor force participation rates.

In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.

However, it has been criticized because GDP is used both as a cause and indicator variable. To address this issue, this paper applies for the first time the light intensity approach (instead of GDP). It also uses the Predictive Mean Matching (PMM) method to estimate the size of the informal economy for Sub-Saharan African countries over 24 years. Results suggest that informal economy in Sub-Saharan Africa remains among the largest in the world, although this share has been very gradually declining. It also finds significant heterogeneity, with informality ranging from a low of 20 to 25 percent in Mauritius, South Africa and Namibia to a high of 50 to 65 percent in Benin, Tanzania and Nigeria.
