La segunda parte se refiere a la acción de fomento en dos posibles vertientes: la gestión participada y el programa de subvenciones a entidades promotoras del deporte a nivel local. Para los responsables municipales puede resultar útil indagar en estas dos acciones que regulan la relación entre el Ayuntamiento y las entidades ciudadanas, ya que son estas las que, en la actualidad, están protagonizando el desarrollo expansivo del sistema deportivo local. El nexo de unión de toda la obra es la búsqueda del interés general. Un término jurídico indeterminado que debe ser definido, en este caso, como promotor de las políticas públicas en el deporte local. Un principio que determina la acción pública en general, y orienta las políticas deportivas hacia la dirección óptima en cada circunstancia y contexto particular.
