Available in PDF, EPUB and Kindle. Book excerpt: In the mid-1990s, experts predicted that India would face the world's biggest AIDS epidemic by 2000. Though a crisis at this scale never fully materialized, global public health institutions, donors, and the Indian state initiated a massive effort to prevent it. HIV prevention programs channeled billions of dollars toward those groups designated as at-risk—sex workers and men who have sex with men. At Risk captures this unique moment in which these criminalized and marginalized groups reinvented their "at-risk" categorization and became central players in the crisis response. The AIDS crisis created a contradictory, conditional, and temporary opening for sex-worker and LGBTIQ activists to renegotiate citizenship and to make demands on the state. Working across India and Kenya, Gowri Vijayakumar provides a fine-grained account of the political struggles at the heart of the Indian AIDS response. These range from everyday articulations of sexual identity in activist organizations in Bangalore to new approaches to HIV prevention in Nairobi, where prevention strategies first introduced in India are adapted and circulate, as in the global AIDS field more broadly. Vijayakumar illuminates how the politics of gender, sexuality, and nationalism shape global crisis response. In so doing, she considers the precarious potential for social change in and after a crisis.

Protecting and promoting health is inherently a political endeavor that requires understanding of who gets what, where, and why. The Oxford Handbook of Global Health Politics presents the most comprehensive overview of how and why power lies at the heart of global health determinants and outcomes. The chapters are written by internationally recognized experts working at the intersection of politics and global health. The wide-ranging chapters provide key insights for understanding how advances in global health cannot be achieved without attention to political actors, processes, and outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: This book moves beyond the narrow focus of much of the work on media and cultural studies to examine the whole process of interaction between the media and the social world. Rejecting approaches which focus only on ownership or discourse or audience reception, this new book from the Glasgow Media Group, examines: promotional strategies; media production; representation and audience responses; as well as broader impacts on policy, culture and society. Using a detailed analysis of the struggle over representation during the AIDS crisis as point of departure, The Circuit of Mass Communication reveals the power of the media to influence public opinion, and the complex interaction between media coverage, audience response and contemporary power relations. Based on extensive empirical research, this book offers a range of challenging insights on media power, active audiences and moral panics.

Available in PDF, EPUB and Kindle. Book excerpt: The political impact of HIV/AIDS varies greatly and is difficult to map. States depend on how governments choose to manage the political implications of HIV and AIDS, both those stemming from the erosions of its own capacity as well as those that originate from their changing relationship on a national and international level. Across the developing world, HIV/AIDS is slowly killing adults in their most productive years, hollowing out state structures, deepening poverty and raising profound questions that touch on the organization of all aspects of social, economic and political life. With the epidemic showing scant signs of slowing down, this innovative volume assesses how HIV/AIDS affects governance and, conversely, how governance affects the course of the epidemic. In particular, the volume: ·employs a compelling analytical and polemic framework for mapping the multiple dynamic mechanisms of governance and HIV/AIDS; ·brings together contributions from renowned international scholars from a variety of disciplines; ·draws on comprehensive and detailed perspectives of the roles of actors, institutions and structures; ·provides an incisive study of a global plague which threatens existing social, economic and human interrelations.

Available in PDF, EPUB and Kindle. Book excerpt: Currently, parliament as a political institution does not enjoy the best reputation. This book aims to recover less known political resources of the parliamentary mode of proceeding. The parliamentary procedure relies on regulating debates in a fair way and on constructing opposed perspectives on the agenda items. The British House of Commons provides the closest historical approximation for the parliamentary ideal type of politics. This book deals with the formation and conceptual change in the Westminster procedure, based on the way they are interpreted in the tracts on procedure. The tracts illustrate the changing parliamentary self-understanding from the 1570s to the present and the growing political role of procedural disputes. The parliamentary style of politics, as discussed in the tracts, can be divided into two genres: the politics of agenda-setting and the politics of debate. The book analyses their formation and overall conceptual change as well as the procedural responses to the increasingly scarce parliamentary time from the period after the 1832 parliamentary reform. It insists that in spite of claims on urgency and on government’s leadership the procedural resources of the House of Commons contribute to maintaining the debate-centred parliamentary style of politics.

Book excerpt: This updated edition of Women in Parliament: Beyond Numbers Handbook covers the ground of women's access to the legislature in three steps: It looks into the obstacles women confront when entering Parliament be they political, socio-economic or ideological and psychological. It presents solutions to overcome these obstacles, such as changing electoral systems and introducing quotas, and it details strategies for women to influence politics once they are elected to parliament, an institution which is traditionally male dominated. The first Women in Parliament: Beyond Numbers handbook was produced as part of IDEA's work on women and political participation in 1998. Since its release in English in 1998, there has been an ongoing interest and demand for the handbook, and responding to the request for the translation of the handbook, IDEA has produced Spanish, French and Indonesian language versions and a Russian overview of the handbook during 2002-2003. Since the first handbook was published, the picture regarding women's political participation has slowly changed. Overall the past decade has seen gradual progress with regard to women's presence in national parliaments. This second edition incorporates relevant global changes in the past years presenting new and updated case studies.--

Available in PDF, EPUB and Kindle. Book excerpt: A compelling account of South Africa’s post-Apartheid democracy At a time when many democracies are under strain around the world, Until We Have Won Our Liberty shines new light on the signal achievements of one of the contemporary era’s most closely watched transitions away from minority rule. South Africa’s democratic development has been messy, fiercely contested, and sometimes violent. But as Evan Lieberman argues, it has also offered a voice to the voiceless, unprecedented levels of government accountability, and tangible improvements in quality of life. Lieberman opens with a first-hand account of the hard-fought 2019 national election, and how it played out in Mogale City, a post-Apartheid municipality created from Black African townships and White Afrikaner suburbs. From this launching point, he examines the complexities of South Africa’s multiracial society and the unprecedented democratic experiment that began with the election of Nelson Mandela in 1994. While acknowledging the enormous challenges many South Africans continue to face—including unemployment, inequality, and discrimination—Lieberman draws on the country’s history and the experience of comparable countries to demonstrate that elected Black-led governments have, without resorting to political extremism, improved the lives of millions. In the context of open and competitive politics, citizens have gained access to housing, basic services, and dignified treatment to a greater extent than during any prior period. Countering much of the conventional wisdom about contemporary South Africa, Until We Have Won Our Liberty offers hope for the enduring impact of democratic ideals.

Book excerpt: There is a gap between politicians and the general public. The current British political class is widely viewed as uniform in who they are, what they think, and how they behave. A more diverse pool of politicians would not only better reflect democratic principles of equality, but may even result in better political outcomes.
