Such competition has preceded violent conflict throughout history, but has been muted since the Treaties of Westphalia laid the territorial foundations of the modern international system in the mid-seventeenth century. Today, however, human geopolitics is being resurrected in unanticipated ways, as governments are enabled and encouraged to engage their emigrant diasporas. How and why is this happening? Until now these questions have been difficult to answer. The majority of research attention has focused on questions of immigration policy in a handful of wealthy migrant destination countries, largely ignoring the emigration policies that preoccupy the worlds many migrant origin states. This book addresses that research imbalance, by focusing on the overlooked sending side of migration policy. Drawing on data covering all UN members across the post-WWII period, and fieldwork with high-level policy makers across 60 states and a dozen international organisations, the book charts the re-emergence of human geopolitics through the global spread of diaspora institutions government ministries and offices dedicated to emigrants and their descendants. It calls for the development of stronger guiding principles and evaluation frameworks to govern these new state-diaspora relations in an era of unprecedented global interdependence.

Book excerpt: This publication brings together the texts adopted by the Standing Committee of the Congress of Local and Regional Authorities of the Council of Europe. The Congress, a consultative body of the Council of Europe, is made up of two chambers: one representing local authorities, the other the regions. Its aim is to reinforce democratie structures at local and regional level, and in particular to help the newly-emerging democracies in central and eastern Europe. The Congress adopts three different types of texts: recommendations, opinions and resolutions. Recommendations are proposals to the Committee of Ministers, and their application is left up to each member government. Sometimes they are also addressed to other international organisations. Opinions usually refer to questions to the Congress from the Committee of Ministers or the Parliamentary Assembly. The Committee of Ministers and the Parliamentary Assembly consult the Congress on questions which are likely to affect the competence and the basic interests of the local and regional authorities which the Congress represents. Resolutions reflect the d'cisions that the Congress is authorised to take, or make recommendations to local and/or regional authorities and their associations

Examining the impact that the hydrocarbon discoveries have had on the application of the law of the sea rules by the East Med states, the book looks at the new trends concerning the implementation of the law of the sea in the region. The book analyses regional state practice in terms of maritime delimitation, namely the conclusion of bilateral agreements based on the law of the sea rules, both conventional and customary, reflecting the East Med states’ willingness to cooperate in order to reap the benefits of the energy windfall. Alongside this analysis, an outline of the hydrocarbon discoveries and the pertinent maritime activities is given, as well as further coverage of the overlapping maritime claims and disputes between Greece, Cyprus and Turkey on one side, and Lebanon and Israel on the other. Moreover, the book examines the validity of maritime claims made by or through non-state entities in the region, namely the State of Palestine, the UK Sovereign Base Areas and the so-called ‘Turkish Republic of Northern Cyprus’ and their potential impact on the delimitation agreements already in place.
