Book excerpt: This handbook, jointly produced with the United Nations Development Programme, the World Bank Institute and the United Nations Fund for Women, was inspired by a series of regional and national seminars on Parliament and the Budgetary Process, Including from a Gender Perspective. Intended as a reference tool, it sets out practical examples of parliament's active engagement in the budgetary process, seeking to advance parliaments' own institutional capacities to make a positive impact on the budget, and to equip parliament, its members and parliamentary staff with the necessary tools to examine the budget from a gender perspective.--Publisher's description.

Book excerpt: One of the Nordic Council of Ministers' long-term goals is to support the Nordic countries to mainstream a gender equality perspective into the national budget and budgetary process. A further aim is to ensure that this perspective is given prominence in change work in the Nordic welfare states. One such area of work is referred to internationally as gender budgeting. This is the final report of a joint three-year project between Denmark, Finland, Iceland, Norway and Sweden. The finance ministries and ministries responsible for gender equality affairs have engaged in development work, exchanged ideas and experience concerning the work of mainstreaming a gender equality perspective into the national budget and budgetary process in each country. The aim of the report is to present the knowledge and experience that the project has helped generate and to provide recommendations on how gender budgeting in central government administrations may be successfully accomplished.

Book Synopsis Legislative Oversight and Budgeting by : Rick Stapenhurst
Download or read book Legislative Oversight and Budgeting written by Rick Stapenhurst and published by World Bank Publications. This book was released on 2008 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.

Book Synopsis Gender-Responsive Budgeting in Practice by : Bola Akanji
Download or read book Gender-Responsive Budgeting in Practice written by Bola Akanji and published by Rowman & Littlefield. This book was released on 2022-03-30 with total page 411 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the twenty-first century, gender-responsive budgeting (GRB) has emerged as a development tool that explores if and how gender equality goals and targets are being effectively supported through government funding. Gender-Responsive Budgeting in Practice: Lessons from Nigeria and Selected Developing Countries argues that, although justified by the high costs of gender inequality to economic growth and development, the use of GRB as a tool to achieve global and regional gender equality goals has seen little progress in the twenty-first century, especially in developing countries. Through analyses of government budgets and the budgeting process, and gender equality outcomes in Nigeria and the selected countries from 2000 to 2020, the contributors show that GRB has failed to gain traction or thrive in developing countries. Using these analyses, the contributors identify critical success factors that are missing in policy-making and planning in the developing world and must be integrated in order to further facilitate inclusive growth and sustainable development.
