Book excerpt: Failure to comply with parking restrictions disrupts traffic, increases road congestion, heightens risks of accidents and delays public transport schedules. The Committee's report considers a number of measures required to improve parking enforcement policy in Britain, including the key recommendation that we need to move to a single country-wide system of decriminalised parking enforcement (in place of the current dual system of localised enforcement where parking policy is administered by local authorities in some areas and by the police in others). Although transferring responsibility for parking enforcement to local government has succeeded in raising levels of enforcement and compliance, poor administrative practices causes driver frustration and wastes resources, and threatens to bring the decriminalised parking regime into disrepute. Other recommendations include: the establishment of clear performance standards in applying parking restrictions; improved recruitment, remuneration and training to ensure the development of a professional parking service; greater transparency in the procedure for challenging penalty charge notices and an increased awareness of the role of the parking adjudication service; and the need for local authorities to develop parking strategies which meet local objectives, focusing on congestion targets, road safety and accessibility issues.

Book excerpt: Failure to comply with parking restrictions disrupts traffic, increases road congestion, heightens risks of accidents and delays public transport schedules. This document sets out the Government's response to the Committee's report (HCP 748-I, session 2005-06; ISBN 0215029305) into parking enforcement policy in Britain, published in June 2006. A key recommendation of the report was the need to move to a single country-wide system of decriminalised parking enforcement (in place of the current dual system of localised enforcement where parking policy is administered by local authorities in some areas and by the police in others). The Government has subsequently produced a consultation document on draft regulations and draft statutory guidance under the Traffic Management Act (TMA) for a single framework in England for the civil enforcement of parking (more information on the consultation can be found at http://www.dft.gov.uk/stellent/groups/dft_roads/documents/divisionhomepage/612002.hcsp).

Available in PDF, EPUB and Kindle. Book excerpt: This good practice guide provides information to local authorities on parking operations and enforcement. This guidance sets out the policy framework within which the Government believes that all local authorities in England should be setting their parking policies and, if appropriate, enforcing these policies. It aims to inform all English local authorities of any changes to parking policy and enforcement. Revisions to this latest edition include the most up-to-date information on double parking and parking at dropped kerbs, and application for a CEA designation order. This Operational Guidance: advises all English enforcement authorities of the procedures that they must follow, the procedures to which they must have regard and the procedures; that the Government recommends they follow when enforcing parking restrictions; tells those English local authorities who have not yet done so of the scope for taking over parking regulation enforcement from the police, and how to go about it; tells members of the public, as well as local authorities, about parking policies and their enforcement.

This book was released on 2013-10-23 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: The use of parking charges and fines specifically to raise revenue by local authorities is neither acceptable nor legal. Annual parking accounts would allow the public to see how much local revenue is derived from the enforcement of fines, and what proportion of this come from on or off street parking charges. It's right that parking charges be determined locally, but hard to justify fines that substantially exceed penalties for more serious offences like speeding. DfT's statutory guidance should stipulate that local authorities implement a 'grace period' of 5 minutes after the expiry of paid-for time on any paid parking before enforcement officers issue a Penalty Charge Notice (PCN). The Guidance should be clarified and updated, particularly in relation to rules for loading and unloading. A 25% penalty charge discount should also be introduced for motorists who pay within 7 days of losing any appeal to a parking tribunal. Local authorities currently offer a 50% discount if motorists pay their penalty charge within 14 days, but this is not available to motorists who appeal to a tribunal. Motorists should also not have to appeal against PCNs where tribunal adjudicators have repeatedly identified a problem such as poor signage. Adjudicators should also be given powers to allow appeals where local authorities fail to follow statutory guidance concerning the use cameras. While businesses cannot be completely exempt from parking restrictions, local authorities must also ensure that the need to restrict parking and manage congestion does not stifle the ability of businesses to trade and help grow the economy

As new regulations come into being, as enforcement procedures are toughened, as collection methods improve, the future for parking-related revenue enhancement looks ever brighter. The authors present true, riveting case histories from Greater Boston motorists to illustrate the horrors of parking in Boston. In chapters like "Everything You Always Wanted to Know (& Possibly More) about Parking Meters, Ticketing and Booting," you'll learn how it all started and where it appears to be going. Illustrated with amusing drawings and photos of actual Boston parking signs and meters.

This book carefully guides the reader through a mine field where any misstep can disaster. It provides proven solutions.A step by step, systematic approach to defining the problems and finding solutions make this book an easy winner with community managers, parking committees and boards of directors. Although the problems are real and troublesome the writing is easy, conversational and casual yet it provides hardcore solutions to the complex parking problems facing today's community associations. As the reader moves from defining goals and objective through selecting a parking enforcement vendor to designing a parking program, implementing it and measuring the results the book not only guides but provide rules, tools and warnings with regard to what had been proven to work and what's likely to fail.
