Available in PDF, EPUB and Kindle. Book excerpt: Some people in powerful positions will wake up to an apocalyptic epiphany and relentlessly pursue the outcome no matter who and what stand in their way. They will walk away after the fact and never look back on the havoc they have created. Duggy learned soon that when people are managed in fear, management would be clouded with lies. Duggy endured a rough childhood, but it equipped him with a sense of survival. He despises unfair conduct. When Duggy learned that he was set up for failure, he resorted to experiences as far back as his childhood to the detriment of those who appointed him and did not reckon with Duggy's survival instinct. His athletic ability and general knowledge paid off when he faced certain death. When Duggy was sent on a venture to negotiation between the World Bank and the Nigerian Government in building a power line in Nigeria, things turned sour when Debby, the advisor to Prince Victor from Nigeria, attempted to smooth things over with a short dress and silky legs. After a bad turn of events, Duggy became a stowaway on a cargo ship where he discovered merchandise, which landed him in deeper trouble than he ever anticipated.

It seeks an answer to a paradox: the prevalence of the soft budget constraint in spite of the tremendous inefficiencies that it gives rise to, and its persistence in spite of reform of the system of which it is an integral part. The story aims at increasing our understanding of why the phenomenon exists. By studying the case of state in Tanzania before, during and after socialism, an explanation of the owned enterprises emergence, persistence and logic of the soft budget constraint is suggested. This introductory chapter presents an argument showing why this story is worth telling. It discusses the research topic and how the problem it presents is attacked. THE SOFT BUDGET CONSTRAINT The soft budget constraint is today a popular metaphor. Originally it was seen as a characteristic of the socialist system. It refers to the tendency of primarily state-owned enterprises to have their liquidity gaps or losses accommodated by the state, or some other external funding body, and to the resulting expectations of such bail-out. The concept was coined by the Hungarian economist Hmos Kornai. ' He distinguishes between four major forms of external financial assistance that contribute to the soft budget constraint: soft subsidies, soft taxation, soft credit and soft 2 administrative pricing.

This book was released on 1990-07-08 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most studies of famine and the African food crisis stress how the socio-economic context influences the occurrence of food shortages. By contrast, this book argues that food insecurity itself influences the social and economic organization of the society. Through this approach, the author provides a new interpretation of the causes and consequences of Tanzania's present economic crisis. The book examines the effects of changing food availability on the functioning of the state, the market and clientage networks, over the past seven decades. The conclusion is that clientage is no less important than the state and market as an organizational force in Tanzanian society, and, under heightened food insecurity, the state and market lose ground to clientage.

It is widely acknowledged that rural-urban differences and interrelationships play an important role in the development process. Some theorists believe they are a primary cause of continuing poverty in poor nations. This volume of essays summarises and appraises theories of rural-urban relations and economic development and explores, mainly on the basis of country case studies, the conceptual and theoretical problems to which they give rise, and the extent to which they correspond to recent experiences in the Third World.

Available in PDF, EPUB and Kindle. Book excerpt: Industrial policy has long been regarded as a strategy to encourage sector-, industry-, or economy-wide development by the state. It has been central to competitiveness, catching up, and structural change in both advanced and developing countries. It has also been one of the most contested perspectives, reflecting ideologically inflected debates and shifts in prevailing ideas. There has lately been a renewed interest in industrial policy in academic circles and international policy dialogues, prompted by the weak outcomes of policies pursued by many developing countries under the direction of the Washington Consensus (and its descendants), the slow economic recovery of many advanced economies after the 2008 global financial crisis, and mounting anxieties about the national consequences of globalization. The Oxford Handbook of Industrial Policy presents a comprehensive review of and a novel approach to the conceptual and theoretical foundations of industrial policy. The Handbook also presents analytical perspectives on how industrial policy connects to broader issues of development strategy, macro-economic policies, infrastructure development, human capital, and political economy. By combining historical and theoretical perspectives, and integrating conceptual issues with empirical evidence drawn from advanced, emerging, and developing countries, The Handbook offers valuable lessons and policy insights to policymakers, practitioners and researchers on developing productive transformation, technological capabilities, and international competitiveness. It addresses pressing issues including climate change, the gendered dimensions of industrial policy, global governance, and technical change. Written by leading international thinkers on the subject, the volume pulls together different perspectives and schools of thought from neo-classical to structuralist development economists to discuss and highlight the adaptation of industrial policy in an ever-changing socio-economic and political landscape.
