Book excerpt: Paraguay: Addressing the Stagnation and Instability Trap provides an overview of the analytical insights and policy challenges that a country faces while on the path to sustained growth with stability. It covers a wide range of themes, including improving macroeconomic assessments and policy implementation, eliminating turbulence and deepening financial reforms, and, most important of all, enhancing growth performance and reducing poverty. This book provides useful guidance for policymakers by examining the improvements in policy implementation in Paraguay since the regional crisis of 2002. The chapters discuss how to correct economic imbalances and institutional shortcomings in the context of an economic reform program. The results have been impressive with the Paraguayan economy experiencing the highest growth in a quarter of a century and the strongest financial system in decades.

Book excerpt: This handbook focuses on and compares the education systems in the three Americas: North, Central and South America, and includes a chapter on most countries in the region. The chapters follow a common structure and include schematic diagrams of the structure of mainstream education from pre-primary to tertiary level. Each chapter starts with a description of the historical and social foundations of the education system from the post-World War II period up to today, including political, economic and cultural contexts and conditions. By highlighting important dates and structural decisions, the current education system can be understood as resulting from past developments. The first part ends with a description of the transitions to the labour market that are offered, and the way in which these are organized in the education system described. The second part consists of an overview of the institutional and organizational principles as well as the structure of education from pre-primary to tertiary level. It includes a focus on legislative bases and financial provisions for the education system and a description of the structure by using the ISCED-classification. It further includes information of the supply of human resources such as teachers and other educators. The third and final part of the handbook discusses selected educational trends and aspects. In this context, three topics are of particular interest: dealing with inequality, ICT and digitization activities, and STEM-related policies and programmes.

Recovery measures have been under way with active government intervention in the implementation of a new budget, tax reforms, and new monetary and fiscal policies. The central bank has undertaken measures to increase non-agricultural revenue and strengthen the cooperative sector. Although it commended fiscal prudence, the Executive Board advised on an improved tax regime, promotion of public investment, and the need to devise long-term strategies.

Book excerpt: In this ground-breaking study, Regina Cortina and Nelly Stromquist examine how the alliances of international agencies, national governments, and nongovernmental organizations have strengthened public support for educating girls and women in Latin America. Bringing a timely and readable account of the strategies pursued, the authors show how the strength of the women's movement has influenced the education of women and girls, and thus has helped to reduce poverty and strengthen the citizenship of women in developing countries. The book's overview of recent initiatives, along with its illuminating case studies of developing nations, offers the reader a window into educational reform and the realities of social change in Latin America.

Complementary chapters on the USA and Canada, and Latin America and the Caribbean, offer a panoramic view while tracing nuanced trajectories of "top down" (official) and "bottom up" (grass roots) language planning and policy initiatives. Authored by leading Indigenous and non-Indigenous scholars, the book is organized around seven overarching themes: Policy and Politics; Processes of Language Shift and Revitalization; The Home-School-Community Interface; Local and Global Perspectives; Linguistic Human Rights; Revitalization Programs and Impacts; New Domains for Indigenous Languages Providing a comprehensive, hemisphere-wide scholarly and practical source, this singular collection simultaneously fills a gap in the language revitalization literature and contributes to Indigenous language revitalization efforts.
