Book excerpt: Having achieved robust economic growth and remarkable macroeconomic stability over the past 15 years, Paraguay has set a course to become not only more prosperous, but also more inclusive by 2030. To deliver on its development ambition, the country will have to overcome a number of crosscutting constraints that limit progress towards widely shared improvements in citizen well-being, as identified in Volume 1 of the review. Putting Paraguay on a more inclusive development path requires co-ordinated actions to increase the capacity of the state to redistribute, to improve the delivery of public services, and to break the persistence of poverty and inequality across generations. This report discusses policy actions and priorities in three critical areas to make Paraguay’s development more inclusive. It presents in-depth analysis and recommendations to improve the effectiveness of social protection, the delivery of health services, and the formation of skills for all Paraguayans.

Book excerpt: Abstract: "The authors assess for 28 developing countries over the period 1980-2001 whether the existence of a regulatory law and higher quality regulatory governance are significantly associated with superior electricity outcomes. Their analysis draws on theoretical and empirical work on the impact of independent central banks and of developing country telecommunications regulators. The authors' empirical analysis concludes that a regulatory law and higher quality governance are positively and significantly associated with higher per capita generation capacity levels. In addition, this positive impact continues to increase for at least three years and probably for over 10 years as experience develops and regulatory reputation grows. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Partly as a result, there has been a dearth of serious scholarship or journalism about the country. Going a long way toward redressing this lack of information and analysis, The Paraguay Reader is a lively compilation of testimonies, journalism, scholarship, political tracts, literature, and illustrations, including maps, photographs, paintings, drawings, and advertisements. Taken together, the anthology's many selections convey the country's extraordinarily rich history and cultural heritage, as well as the realities of its struggles against underdevelopment, foreign intervention, poverty, inequality, and authoritarianism. Most of the Reader is arranged chronologically. Weighted toward the twentieth century and early twenty-first, it nevertheless gives due attention to major events in Paraguay's history, such as the Triple Alliance War (1864–70) and the Chaco War (1932–35). The Reader's final section, focused on national identity and culture, addresses matters including ethnicity, language, and gender. Most of the selections are by Paraguayans, and many of the pieces appear in English for the first time. Helpful introductions by the editors precede each of the book's sections and all of the selected texts.

Book excerpt: Ranging from the 1840s through the early twenty-first century, this study of shared political, economic, and cultural histories fills significant gaps in our understanding of Paraguayan-U.S. relations. Frank O. Mora and Jerry W. Cooney tell how an initially rocky beginning between the two countries, marked by diplomatic posturing, shows of military force, and failed business schemes, gave way to a calmer period during which the United States backed Paraguay's territorial claims against its neighbors, prospects grew brighter for American entrepreneurs, and Paraguay embraced Pan-Americanism. It was not until the 1930s that the two countries engaged in earnest as the United States attempted to mediate the Chaco War between Paraguay and Bolivia. Then, as the authors write, "hemispheric solidarity in World War II, the cold war in Latin America, the 'balance of power' among states in the Río de la Plata, and the question of U.S. support for, or aid to, Latin American dictators" became matters of mutual interest. The dictatorship of Alfredo Stroessner (1954-89) spanned much of this era, and a shared attitude of realpolitik typified U.S.-Paraguayan relations during his rule. Post-Stroessner, the United States has stood by Paraguay during its transition to democracy, despite lingering concerns about such issues as drug trafficking and intellectual piracy. The countries should grow closer with time, the authors conclude, if Paraguay resists the continent's leftward political shift and remains a solid partner in U.S. antiterror initiatives in South America.
