Book excerpt: Prior to the era of globalization, education in Southeast Asia was viewed in the context of the national state and it was deployed in the service of state and nation-building and national economic development. States monopolized education, and public-funded centralized education systems were established to teach literacy, transmit national cultures and promote social cohesion, and to produce literate workers. Globalization forces, however, dramatically impacted in varying ways and degrees the national education systems across the region. As states begun to see their citizens as resources to enhance the countries' competitiveness in the global market, it, among other things, led to the increasing demand for highly skilled and qualified human capital. The accompanying neoliberal ideology led to varying degrees of decentralization, privatization and internationalization of education, especially of higher education, in Southeast Asia. The chapters in this volume focus on a number of issues and challenges confronting the education sector in Southeast Asia, including: (i) the contrasting language in education policy in Singapore and Malaysia; (ii) the introduction of an English-medium private education sector in Malaysia; (iii) the internationalization of Thai higher education; (iv) access and quality issues in the massification of Malaysian higher education; (v) secondary school quality and higher education participation in Indonesia; (vi) equity, access and retention in primary school education in Malaysia; and (vii) reforms in the primary and secondary education in Myanmar.

First, it provides a general typological characterization of numeral classifier phrases and discusses problems in determining what constitutes the nature of classifiers. It also discusses the semantic properties of numeral classifiers based on an analysis of four languages from four different language families. Second, it examines the acquisitions of Japanese numeral classifiers by Japanese preschool children, ages 3 to 6, with a primary emphasis on the development of comprehension. The importance of the study is that it reveals that young children have a much greater sensitivity to the conceptual underpinnings of the numeral classifier system than was previously considered to be the case. The research results also provide a converging source of evidence that young children often come to initially grasp the structure of the world in ways that are better understood in cognitive than perceptual terms. The implications will contribute to not only the area of language acquisition but also categorization and conceptual development.

Akabea died out in the 1920s, but was extensively documented in the late nineteenth century by two British administrators, Edward Horace Man and Maurice Vidal Portman. Although neither was a trained linguist, their material nonetheless provides a sufficient basis for a reliable analysis of Akabea grammar, especially its morphology and its phrasal and clausal syntax, although there are inevitable limitations on our understanding of Akabea phonology, clause combining, and discourse structure. The grammar is accompanied by an online appendix that provides a diplomatic edition with commentary and analysis of the single most valuable resource for Akabea grammatical analysis, Portman's Dialogues. Raoul Zamponi and Bernard Comrie's Grammar of Akabea offers a unique insight into the culture, history, and prehistory of the Andaman Islands, and also broadens our understanding of the human capacity for language. It highlights the typologically interesting and cross-linguistically rare traits of the language, such as a rich system of somatic (body-part) prefixes and the phenomenon of Verb Root Ellipsis, whereby under certain circumstances the root of a verb may be absent, leaving behind a grammatical word consisting solely of affixes. The transplantation of thousands of Indian workers to South Africa under indenture between 1860 and 1911 was a political act with far-reaching consequences for their linguistic traditions. In this book, the history of one of these Indic languages, Bhojpuri, and its adaptations to its new context are traced to the point where a distinct South African Bhojpuri koine (generally known as Hindi) came into being. The roots and subsequent evolution of this language variety, as well as the events contributing to its demise, form the basis of this study. Current patterns of usage by different generations are documented in the form of traditional folk tales, proverbs, riddles and songs, alongside personal interviews. This study offers a partial history of Bhojpuri speakers, who have been otherwise largely silent in the history of colonial Natal.
