This report presents monitoring data for both radioactive and non-radioactive species in the local environment. Plant activities involve the handling of significant quantities of uranium, plutonium and tritium in the form of completed parts received from other DOE (Department of Energy) facilities, resulting in a very low potential for release of these radionuclides to the atmosphere. Monitoring data indicate that concentrations of this nuclide in the environment are below established criteria for air and water and therefore should not present a health hazard either to employees or to the public. 23 refs., 12 figs., 34 tabs.

Book excerpt: The Western Area Power Administration (Western) has established a formal environmental protection, auditing, monitoring, and planning program which has been in effect since 1978. The significant environmental projects and issues Western was involved with in 1988 are discussed in this annual site environmental report. It is written to demonstrate the nature and effectiveness of the environmental protection program. Western is responsible for the operation and maintenance of 16,376 miles of transmission lines, 254 substations, and various appurtenant power facilities in the above geographic areas. Western also is responsible for planning, construction, and operation and maintenance of additional Federal transmission facilities that may be authorized in the future. There is a combined total of 51 hydroelectric power generating plants in the service areas. Additionally, Western markets the US entitlement from the large Navajo coal-fired plant near Page, Arizona, and power generated at a wind farm in Wyoming. The Department of Energy requires the preparation of an annual site environmental report. Because Western has numerous facilities located in these states, this report was written to address the environmental activities in all of the facilities as one site.

Additionally, it outlines site environmental management performance, summarizes compliance with applicable environmental regulations, and describes significant programs and achievements. Environmental monitoring is composed of two principal collection and analysis activities for radiological and nonradiological constituents: (1) effluent monitoring involving liquid and airborne effluents to characterize and quantify releases and (2) environmental surveillance involving water, soil, vegetation, and biota and measurement of external radiation to characterize environmental impacts of Pantex Plant. Data are used to assess impacts of operations to the public and the environment and to demonstrate compliance with applicable standards for both radiological and nonradiological contaminants. In 1993 more than 270 onsite and offsite locations were monitored regularly with 4000 samples collected and analyzed. Data from a location at the US Department of Agriculture Bushland Agricultural Research Service and historical data are also presented for reference.
