Book excerpt: After the revolutionary period of 1910-1920, Mexico developed a number of social protection programs to support workers in public and private sectors and to establish safeguards for the poor and the aged. These included pensions, healthcare, and worker's compensation. The new welfare programs were the product of a complex interrelationship of corporate, labor, and political actors. In this unique dynamic, cross-class coalitions maintained both an authoritarian regime and social protection system for some seventy years, despite the ebb and flow of political and economic tides. By focusing on organized labor, and its powerful role in effecting institutional change, Workers and Welfare chronicles the development and evolution of Mexican social insurance institutions in the twentieth century. Beginning with the antecedents of social insurance and the adoption of pension programs for central government workers in 1925, Dion's analysis shows how the labor movement, up until the 1990s, was instrumental in expanding welfare programs, but has since become largely ineffective. Despite stepped-up efforts, labor has seen the retrenchment of many benefits. Meanwhile, Dion cites the debt crisis, neoliberal reform, and resulting changes in the labor market as all contributing to a rise in poverty. Today, Mexican welfare programs emphasize poverty alleviation, in a marked shift away from social insurance benefits for the working class.

Book excerpt: Làzaro Càrdenas and Adalberto Tejeda, veterans of the Revolution and prominent governors of Michoacan and Veracruz from 1928 to 1932, strived to make Mexico a modern and just state on the basis of the revolutionary Constitution. Three key obstacles confronted them: the conservative approach of the political Center; the political weakness of their own power base; and the great opposing power of the farmers and their supporting elements, especially the Church and the army. This book discusses the different avenues to reform these leaders took and their short- and long-term implications. Càrdenas sought to strengthen his position through the ruling party (PNR), while reinforcing local agrarian forces and opening channels of direct empathetic communication with the Church and the army. Tejeda attempted to strengthen his position in the federative arena, bypassing the political Center via the National Peasant League (LNC -- Liga Nacional Campesina), whose establishment he was deeply involved in, making a sweeping radical reform while attacking uncompromisingly all the traditional elements of Veracruzan society. Both political projects had unprecedented success but totally different implications. The Càrdenista power base led its author to the next Presidency, during which he implemented a remarkable agrarian project. Tejeda's power base, however, led to the utter annihilation of his political power structure and many of his agrarian achievements, as well as to his failure in the struggle for presidency. From that point of view, only a heavy bureaucratic, centre-based reform initiative could succeed, while a local, radical, adventurous transformation was doomed to failure. The fate of the two governors corresponded to the fate of national revolutionary reformism and thus to the destiny of Mexico.

Individual chapters detail the expression of revolutionary values and aims in the physical form of Mexico City's built environment between 1920 and 1940, examining direction and meaning in terms of who is given license to design and build structures in the capital city, and equally important, who is excluded. Through the reshaping of the capital the revolution was extended and institutionalized; physical traces of the process of negotiation that enabled the revolution to be "fixed" in the Mexican polity appear in the city's skyline, parks, housing developments, and other new construction, as well as in modifications to existing colonial-era buildings. In this manner, the author argues, Mexico City's urban form crystallized as a product of the revolution as well as a part of the revolutionary process, as it has been of other conquests throughout its history.

Book excerpt: In the mid-1930s the Mexican government expropriated millions of acres of land from hundreds of U.S. property owners as part of President Lázaro Cárdenas’s land redistribution program. Because no compensation was provided to the Americans a serious crisis, which John J. Dwyer terms “the agrarian dispute,” ensued between the two countries. Dwyer’s nuanced analysis of this conflict at the local, regional, national, and international levels combines social, economic, political, and cultural history. He argues that the agrarian dispute inaugurated a new and improved era in bilateral relations because Mexican officials were able to negotiate a favorable settlement, and the United States, constrained economically and politically by the Great Depression, reacted to the crisis with unaccustomed restraint. Dwyer challenges prevailing arguments that Mexico’s nationalization of the oil industry in 1938 was the first test of Franklin Roosevelt’s Good Neighbor policy by showing that the earlier conflict over land was the watershed event. Dwyer weaves together elite and subaltern history and highlights the intricate relationship between domestic and international affairs. Through detailed studies of land redistribution in Baja California and Sonora, he demonstrates that peasant agency influenced the local application of Cárdenas’s agrarian reform program, his regional state-building projects, and his relations with the United States.
