Two alternatives-the No-action Alternative and the Proposed Action-were analyzed in this EIS. The No-action Alternative is the continuation of existing range and land-based training and operations; existing research and development test and evaluation; and ongoing base operations and maintenance at PMRF. The Proposed Action, the Preferred Alternative, would result in the continuation of PMRF existing activities and enhancement of the capabilities of PMRF that would allow theater ballistic missile defense (TBMD) testing and training and theater missile defense (TMD) testing. The enhancement would include upgrading existing radar and communications and constructing and operating additional missile launch sites, sensors and instrumentation facilities, and a missile storage magazine. The Proposed Action would also include the revision to an existing restrictive easement for 28 years over State of Hawaii land to allow the U.S. Government to clear a ground hazard area during missile launch activities. The locations where activities would occur are listed in Item d above. This EIS addresses the potential environmental impacts that would result from activities that would occur under the No-action Alternative and Proposed Action. Environmental resource topics evaluated include air quality, airspace, biological resources, cultural resources, geology and soils, hazardous materials and hazardous waste, health and safety, land use, noise, socioeconomics, transportation, utilities, visual and aesthetics, water resources, the ocean area, and environmental justice. The potential cumulative effects of each of these resources were also evaluated.

The Proposed Action would support and maintain future Department of Defense (Army, Navy), Missile Defense Agency, and other potential customers' research, development, test, and evaluation activities, and associated range capabilities (including hardware and infrastructure improvements). The Proposed Action would also include testing defensive missile systems such as the Aegis Ashore Missile Defense program, which would adapt the Aegis Standard Missile and AN/SPY-1 Radar for land-based operations. These programs would involve the placement of additional landbased systems at PMRF, including required missile launcher, radar, and support facilities.

Wingate Depot Activity to act as a Ballistic Missile Defense Test Support Complex for the launch of target missiles toward White Sands Missile Range. The study does not recommend action, but it does identify a preferred launch area at Ft. Wingate should a decision to use the Depot as a launch complex take place. The study preceeds decisions based upon the Extended Range Environmental Impact Statement due to the fact that Ft. Wingate Depot Activity has been closed. The installation was nominated for closure in the 1988 Base Realignment and Closure Act and the Army is in the process of releasing the land to other federal and local agencies. The Ballistic Missile Defense Organization has informed the Army that it has a continuing interest in some areas of Ft. Wingate and may have a potential future use of the site. This study supports the identification of 11,800 acres of Ft. Wingate Depot Activity for retention by the Department of Defense until a decision for future use can be made.

Book excerpt: The Program Executive Officer, Theater Air Defense Systems Engineering (PEO(TAD)- SE) drafted Volume I (System Requirements Engineering) of the Systems Engineering Plan (SEP) for Navy Theater Wide Theater Ballistic Missile Defense (NTW TBMD) capabilities for Navy surface combatants. Hereafter for brevity, Navy Theater Wide Theater Ballistic Missile Defense will be referred to as NTW. In response to PEO(TAD)-SE tasking, Volume I of the NTW SEP was developed. Volume I describes the process to be followed in defining NTW requirements for Navy surface combatants. The requirements engineering effort defined in this document represents the initial portion of the NTW systems engineering process. The NTW system requirements engineering process is a part of the TAD systems engineering strategy. Volume I (System Requirements Engineering) of the Surface Navy TAD Systems Engineering Plan, developed by the Naval Surface Warfare Center Dahlgren Division (NSWCDD) for PEO(TAD)-SE and dated 12 November 1997, was the basis from which this NTW System Requirements Engineering Plan was developed. Guidance provided in EIA/IS-632 Interim Standard Systems Engineering, DOD directives and DOD 5000.1 and 5000.2 series instructions was also incorporated into the development of this NTW plan. This plan addresses NTW System Requirements Engineering prior to Milestone II and provides the basis for scheduling, costing, tracking and controlling the NTW Program's system requirements engineering effort. This effort will develop a comprehensive set of technical system requirements allocated to the product programs with traceability to top level operational requirements. Volume II will detail the remainder of the NTW systems engineering effort and will be developed under the direction of PMS 452. In addition, product specific systems engineering management plans (SEMPs) will be developed by the respective program offices.
