Available in PDF, EPUB and Kindle. Book excerpt: The emergence of Asia-Pacific regionalism, as witnessed by the increasing influence of the Asia-Pacific Economic Cooperation forum and the annual ASEAN Post-Ministerial Conference, highlights one of the major trends in late twentieth-century geopolitics and international relations. Asia-Pacific Diplomacy traces the evolution of the Pacific economic cooperation movement by examining the diplomatic contributions of three international nongovernmental organizations (INGOs) -- the scholarly Pacific Trade and Development Conference (PAFTAD), the business-oriented Pacific Basin Economic Council (PBEC), and the multipartite (academic, business, and government) Pacific Economic Cooperation Council (PECC). Lawrence Woods also provides a historical perspective by assessing the work of the Institute of Pacific Relations, forerunner of the INGOs. This book makes an important contribution to the study of international political and economic institutions. It argues that as the regional cooperation movement expands at the governmental level. an understanding of the nongovernmental roots of that movement is required if the diplomatic contributions of the INGOs are to be retained.

Available in PDF, EPUB and Kindle. Book excerpt: In GATT negotiations over the past several years the United States, a founding member of the Asia Pacific Economic Cooperation Forum, has been pushing hard for a global liberalization of trade in services. This development would have special significance for the Pacific because of the intensifying competition between the United States and Japan for market shares. A comprehensive analysis of the service sector's role in that dynamic region is offered in this timely volume. Leading experts explore how service enterprises have affected trade in goods and transnational manufacturing, forming a regional pattern of interdependence. The authors assess each service sector from a regional perspective and offer detailed individual country studies as well. The concluding chapters provide a broad overview of corporate strategies, discuss questions of regional cooperation, and identify opportunities for new regional service enterprises.

Book excerpt: This paper analyzes the origins of the recent turbulence in government bond markets in the major industrial countries, and considers whether the role of hedge funds in that episode argues for altering present regulatory arrangements. In financial markets, it is possible for such a revision of expectations—if it is shared by all market participants—to alter asset prices almost immediately; indeed, the change in asset prices can occur without any transactions even taking place. In this case, however, trading volumes soared along with the rise in bond yields, as a broad spectrum of market participants sought to undo large positions that had been built up under the projections of a continued rise of European and US bond prices and a strengthening of the dollar against the yen and some European currencies. Although the increase in bond yields was undeniably large for such a short time period, the markets did receive new information in February and March on economic performance—especially on growth rates—and on the likely future course of macroeconomic policies.

Book excerpt: This paper discusses systematic issues in international finance explained in the International Capital Markets report. The paper describes that the nature and extent of recent banking problems in several industrial countries along with the policy responses to those problems. It is observed that balance sheet problems in banking are widespread among the major industrial countries. The paper also analyses recent activity in the European currency unit bond and exchange markets, and reviews developments in the private financing of developing countries and discusses several issues raised by the recent experience, including the broadening of the investor base for developing country securities, the special role played by regional financial centers in East and Southeast Asia, and the systemic implications of the evolving pattern of developing country financing. A key influence on international capital movements in recent years was the rising international diversification of investment portfolios, which is generally believed to have increased in response to the liberalization of exchange and capital controls in many industrial countries in the 1970s and 1980s.

Book excerpt: Thailand Beyond the Crisis includes recent research to give an accurate and up to date picture of the status of Thailand's economic recovery. The Asian economic crisis began in Thailand and ended a decade of sustained economic boom. This book identifies the role of policy errors involving both the Thai government and the IMF that lead to the crash of the fastest growing economy in the world. Warr addresses the consequences of the crisis, including sharply increased poverty incidence and a backlog of non- performing loans which clogged the banking system, delaying recovery. Key content includes: * the Social Consequences of the crisis, and alternatives * public sector reform * implications of a floating exchange rate * education * urbanisation and the environment.
