Book Synopsis Collision Course by : Hugh Davis Graham
Download or read book Collision Course written by Hugh Davis Graham and published by Oxford University Press. This book was released on 2003-09-11 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: When the Civil Rights Act of 1964 and the Immigration and Naturalization Act of 1965 were passed, they were seen as triumphs of liberal reform. Yet today affirmative action is foundering in the great waves of immigration from Asia and Latin America, leading to direct competition for jobs, housing, education, and government preference programs. In Collision Course, Hugh Davis Graham explains how two such well-intended laws came into conflict with each other when employers, acting under affirmative action plans, hired millions of new immigrants ushered in by the Immigration Act, while leaving high unemployment among inner-city blacks. He shows how affirmative action for immigrants stirred wide resentment and drew new attention to policy contradictions. Graham sees a troubled future for both programs. As the economy weakens and antiterrorist border controls tighten, the competition for jobs will intensify pressure on affirmative action and invite new restrictions on immigration. Graham's insightful interpretation of the unintended consequences of these policies is original and controversial.
Book Synopsis Unsung Heroes by : Norma M. Riccucci
Download or read book Unsung Heroes written by Norma M. Riccucci and published by Georgetown University Press. This book was released on 1995-07-01 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores an important side of public employment that most Americans never get the opportunity to see—high-level career executives who make positive contributions to our quality of life. Norma M. Riccucci profiles six "unsung heroes," the people behind the scenes of some of the most successful programs in American government, and identifies the tools, skills, and strategies that make them effective leaders. Through in-depth interviews and provocative story-telling, Riccucci demonstrates that while these executive-level bureaucrats—or "execucrats"—may have an overall negative public image, they create, develop, execute, and enforce a number of programs and public policies that change our country for the better. She highlights six of these modern execucrats who best exemplify the creativity, determination, and leadership found in such officials: —William Black, Senior Deputy Chief Counsel, Office of Thrift Supervision, who attacked the rampant corruption and mismanagement that created the savings and loan crisis; —Eileen Claussen, Director, Atmospheric and Indoor Air Programs, U.S. Environmental Protection Agency, who negotiated as intensely within her own government as with other countries to create an international plan to protect the earth's ozone layer; —Ambassador Edward Perkins, U.S. State Department, the first African-American Ambassador to South Africa and the first American ambassador to meet with black South African leaders as part of his persistent efforts to end apartheid in that country; —Stephen Marica, Assistant Inspector General, Small Business Administration, who investigated the Wedtech scandal, which bilked millions of dollars in fraudulent defense contracts from American taxpayers; —Dr. Vince Hutchins, Director, Division of Maternal and Child Health, U.S. Department of Health and Human Services, who spearheaded the team that developed "Healthy Mothers, Healthy Babies Coalition," a public-private partnership that improved, and even saved, the lives of thousands of newborn babies; and —Dr. Helene Gayle, Division Chief, HIV-AIDS Division, U.S. Centers for Disease Control, who is actively battling the AIDS virus through education and prevention programs around the world. Riccucci not only relates the intriguing tales of these six dedicated officials who overcame the challenges before them, but she also analyzes the specific factors—from knowledge of the system to honesty, integrity, and humor—that are needed to become a dynamic government executive. Of interest to those both inside and outside government circles, Unsung Heroes gives captivating insights into effective executive leadership.

Book Synopsis Big Government and Affirmative Action by : Jonathan Bean
Download or read book Big Government and Affirmative Action written by Jonathan Bean and published by University Press of Kentucky. This book was released on 2014-10-17 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: David Stockman, Ronald Reagan's budget director, proclaimed the Small Business Administration a "billion-dollar waste—a rathole," and set out to abolish the agency. His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals—the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public—and Congress—favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.

Book Synopsis Financial Exposure by : Elise J. Bean
Download or read book Financial Exposure written by Elise J. Bean and published by Springer. This book was released on 2018-08-07 with total page 456 pages. Available in PDF, EPUB and Kindle. Book excerpt: At a time when Congressional investigations have taken on added importance and urgency in American politics, this book offers readers a rare, insider’s portrait of the world of US Congressional oversight. It examines specific oversight investigations into multiple financial and offshore tax scandals over fifteen years, from 1999 to 2014, when Senator Levin served in a leadership role on the US Senate Permanent Subcommittee on Investigations (PSI), the Senate’s premier investigative body. Despite mounting levels of partisanship, dysfunction, and cynicism swirling through Congress during those years, this book describes how Congressional oversight investigations can be a powerful tool for uncovering facts, building bipartisan consensus, and fostering change, offering detailed case histories as proof. Grounded in fact, and written as only an insider could tell it, this book will be of interest to financial and tax practitioners, policymakers, academics, students, and the general public.
