Book excerpt: The United Kingdom's Ministry of Defence (MOD) is preparing for the construction of the Royal Navy's two new Future Aircraft Carriers (CVFs), slated to enter service in 2012 and 2015, respectively. The CVFs could be the largest warships ever built in the United Kingdom. At the request of the MOD, the RAND Corporation looked at the risks of current contractor plans and estimated the cost implications of using alternative manufacturing options in the coming years.

Book excerpt: The United Kingdom's Ministry of Defense (MOD) tasked the RAND Corporation to assess the outsourcing and outfitting practices of various countries' shipbuilders in an effort to provide recommendations for the ministry to better manage the production of two new aircraft carriers, as well as other new ships for the Royal Navy. The research effort finds that the shipbuilders in the United Kingdom should continue to use their current outsourcing practices as they build the new warships. However, these builders also should consider expanding these efforts by having subcontractors build crew cabins, meeting rooms, dining facilities, galleys, and other portions of the ship that could be supplied and installed as modules. Simultaneously, the shipbuilders should take advantage of outfitting practices used to build commercial vessels in other parts of Europe and Asia that allow the installation a variety of equipment pipes, electrical gear, and heating and ventilation systems at the earliest possible phase in the ships' production. So concludes this study, performed between May and September 2003, of options open to the MOD as it manages the production of the Royal Navy's two new aircraft carriers. We suggest that by taking advantage of the outsourcing and construction practices used in other parts of Europe and Asia to build commercial vessels, the MOD will be able to produce the new carriers more effectively and efficiently, preserve the United Kingdom's military ship industrial base, and maintain the production schedules of other warships being built for the Royal Navy.

Book excerpt: "RAND therefore investigated cost-effective workforce-management strategies, alternative workload allocations, and the relevant best practices of comparable organizations. The authors concluded that the Navy uses practices common in other organizations to manage workload variability and uncertainty. However, the Navy's workload forecasts have consistently underestimated the eventual demand on the shipyards. To accomplish the additional, unplanned work, the Navy has used overtime levels that significantly exceed cost-effective levels."-- P. [4] of cover.

Book excerpt: Cost growth is a prevalent problem in Navy shipbuilding programs, particularly for the first ships in new classes. In response to a mandate in the conference report accompanying the Defense Appropriations Act for Fiscal Year 2008, this review was undertaken to: (1) identify key practices employed by leading commercial ship buyers and shipbuilders that ensure satisfactory cost, schedule, and ship performance; (2) determine the extent to which Navy shipbuilding programs employ these practices; and (3) evaluate how commercial and Navy business environments incentivize the use of best practices. Includes recommendations. Illustrations, and charts and tables.

The daily journal entries of all 162 days, along with photos of each of those days, shares the reality of what the AT can and will throw at you each and every day. The anticipation is that this book could be used as a guide for any individual who is thinking and/or planning a hike on the Appalachian Trail, whether it be a short weekend outing, a two to three week sectional hike, or even a full thru-hike from Georgia to Maine. The information shared throughout this five month and one-week adventure will permit the reader to better understand the many different sensations that come over you while maneuvering this 2.189.2-mile path on God's green earth. You will read of the many instances of wonder, majesty, and grandeur, along with many photos of God's creation. Along with the beauty that is found on the trail, the reality is that it will also include many dangers that you could and will be confronted with as well, which are shared throughout this writing. To peak your interest, here is a sample of the possible dangers that the author was faced with: rock climbing, a freak blizzard in Tennessee, a bear eating grass all around his tent while in it, getting lost in the woods, running out of water, falling backward off a couple of smaller cliffs due to the forty-pound backpack strapped to his back, wet, slippery rocks that caused a slide on all fours down the face of a mountain, literal mountain climbing, lost forty-five pounds, and many more harrowing experiences. No matter what adventure you find yourself participating in, be certain that you are prepared for anything and everything. It could save your life!

Book excerpt: The U.S. shipbuilding industry now confronts grave challenges in providing essential support of national objectives. With recent emphasis on renewal of the U.S. naval fleet, followed by the defense builddown, U.S. shipbuilders have fallen far behind in commercial ship construction, and face powerful new competition from abroad. This book examines ways to reestablish the U.S. industry, to provide a technology base and R&D infrastructure sustaining both commercial and military goals. Comparing U.S. and foreign shipbuilders in four technological areas, the authors find that U.S. builders lag most severely in business process technologies, and in technologies of new products and materials. New advances in system technologies, such as simulation, are also needed, as are continuing developments in shipyard production technologies. The report identifies roles that various government agencies, academia, and, especially, industry itself must play for the U.S. shipbuilding industry to attempt a turnaround.

A brief review of the market context for the industry, its historical development are given to explain how shipbuilding arrived at its current structure. First pre-production including design, planning, cost estimating, procurement of materials and sub-contracting. Then, the production sequence outlines part preparation, hull assembly and construction, outfitting and painting, testing and completion. The importance of human resources and management organisation are explained. Building a ship is a complex project, so the principles of project management are described, first in general terms and then with specific reference to their application in shipbuilding. Finally managing the progress of a shipbuilding project and achieving completion are emphasised.
