Available in PDF, EPUB and Kindle. Book excerpt: Computers, telecommunications equipment, semiconductors - the products and technologies of the information and communications (IC) industry have transformed our world. Most of these products were initially developed in Western countries, but by the early 1990s some of the world's largestcompanies in the field were Japanese. This book explains the resurgence of Japan's IC giants, their global status, and their strengths and weaknesses. Empirical scrutiny of their evolution is the author's own theory of the most appropriate method for studying the dynamics of long-term industrialchange. While the Japanese motor vehicle and consumer electronics industries have been relatively well analysed, there are no comprehensive up-to-date studies of the Japanese IC industry. This book addresses the questions consequently left unanswered: How were Japanese IC companies able tocatch up with their western rivals--and in some cases overtake them? How have Japanese IC companies responded to the post-IBM world of computing? Why do they remain primarily dependent on the Japanese market? Why do they combine competences in computers, semiconductors, and telecommunicationsequipment, while their US counterparts are far more specialized? What role has been played by the Japanese government and the system of controlled competition in their success? Will Japanese IC companies become increasingly competitive internationally in the future? The author extends theevolutionary approach to the organization of the firm and industry developed by such writers as Schumpeter, Nelson, Winter, and Chandler. He argues that in order to understand the evolution of companies and industries, it is necessary to create a theory of the firm capable of encompassing thedevelopment of real firms in the real world in real time. This approach stresses the importance of the beliefs that are constructed in the firm under conditions of 'interpretive ambiguity', which guide the firm's decisions and its reactions to new technologies. Lengthy analyses of NEC and NTT (byfar the world's largest company in terms of market value; its future currently under government scrutiny), and of the computing, switiching, and optical fibre industries, illustrate these concepts. Based on over 600 personal interviews over eight years with Japanese leaders, this book providesimportant new material on the past, present, and future of Japanese industry.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a detailed description of Japan’s telecommunications policies. It discusses how Japan has addressed a variety of policy challenges ranging from traditional regulatory issues, such as the provision of a universal service, to the latest tasks, including the promotion of cutting-edge technologies. Japan is a global leader in information and communication technologies (ICT). In addition to technological advances, an impressive nationwide optical-fiber and advanced mobile network infrastructure has been developed, which has boosted the economy and benefited society. The Ministry of Internal Affairs and Communications (MIC) has played an important role in ICT deployment. Japan has a unique ICT policy framework that does not separate regulation and promotion, unlike many other countries, which have an independent regulator. However, since relatively little information has been provided in English, it has been difficult to learn much about Japan’s policies. Written by specialists from MIC, industry and academia, this is the first collaborative work to provide a comprehensive discussion of Japan’s ICT policies, allowing readers to gain an understanding of the topic.

Available in PDF, EPUB and Kindle. Book excerpt: A collection of research reports on policy issues involving telecommunications, particularly the Internet. Until the 1980s, it was presumed that technical change in most communications services could easily be monitored from centralized state and federal agencies. This presumption was long outdated prior to the commercialization of the Internet. With the Internet, the long-forecast convergence of voice, video, and text bits became a reality. Legislation, capped by the Telecommunications Act of 1996, created new quasi-standards such as "fair" and "reasonable" for the FCC and courts to apply, leading to nonstop litigation and occasional gridlock. This book addresses some of the many telecommunications areas on which public policy makers, corporate strategists, and social activists must reach agreement. Topics include the regulation of access, Internet architecture in a commercial era, communications infrastructure development, the Digital Divide, and information policy issues such as intellectual property and the retransmission of TV programming via the Internet.

Book excerpt: This study examines the evolution of the international regime in telecommunications with the main objective of furthering our understanding of the process of regime transformation. The dominant theories of international relations ' realism and institutional liberalism specify how states with shared interests use institutions to realize joint gains and to minimize the possibility of defection. But these theories have little to say about when states will attempt to change the objectives that lead them to create the international institution in the first place. The main goal of this book is to investigate and test the assumption that domestic politics by themselves can explain the dynamics of regime creation, evolution and change as it happened within the International Telecommunications Union (ITU).

Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this practical guide to cyber law – the law affecting information and communication technology (ICT) – in Japan covers every aspect of the subject, including intellectual property rights in the ICT sector, relevant competition rules, drafting and negotiating ICT-related contracts, electronic transactions, privacy issues, and computer crime. Lawyers who handle transnational matters will appreciate the detailed explanation of specific characteristics of practice and procedure. Following a general introduction, the book assembles its information and guidance in seven main areas of practice: the regulatory framework of the electronic communications market; software protection, legal protection of databases or chips, and other intellectual property matters; contracts with regard to software licensing and network services, with special attention to case law in this area; rules with regard to electronic evidence, regulation of electronic signatures, electronic banking, and electronic commerce; specific laws and regulations with respect to the liability of network operators and service providers and related product liability; protection of individual persons in the context of the processing of personal data and confidentiality; and the application of substantive criminal law in the area of ICT. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable time-saving tool for business and legal professionals alike. Lawyers representing parties with interests in Japan will welcome this very useful guide, and academics and researchers will appreciate its value in the study of comparative law in this relatively new and challenging field.
