Why was this? The sacrifice was made, because the people of the new nation feared that scheming politicians might use the navy to enslave their own people. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Three Years of Naval Warfare A history of the naval war since 1914 is of a very far reaching character, but I have endeavoured to localise the many campaigns into separate chapters, although a small amount of overlapping is unavoidable. The stupendous events Of the last few years have followed one another in such rapid succession that few people realise the enormous task which our Navy was called upon to perform. From the terribly sudden collapse Of the whole fabric of Germany's commerce the success Of this work must be evident; and although in 1915 many of our ships were still engaged on foreign service, practically all naval matters centralised in home waters. The book is divided into two parts, the first dealing with the work Of the Royal Navy around our shores, and the second part treating the British and Allied Fleets abroad. The veil over our Fleet remains as inscrutable as ever, and One is tempted to question the need for such absolute secrecy. The enemy is, Of course, greatly hindered in learn ing Of the dispositions and strength Of our squadrons and patrols, but the disappointment which the public feels is keen. It tends to make us overlook the wonderful patience of our sailors in their long and weary vigil for the hiding foe. Some/day let us hope that we shall be told the full story of the glorious deeds Of our men who had kept the seas in fair weather and foul, in winter and summer, by night and day, in the hope of encountering the enemy, in the enforcing of the blockade, in the protection of our vast overseas trade, in the supplying Of our overseas forces, and in keeping our coasts immune from the inhuman and murderous invader. Book excerpt: Excerpt from Our Naval War With France The spoliation of American commerce by the French, and the resulting hostilities during the last years of the eighteenth century, form the earliest episode of importance in our history under the Federal Constitution. It is, perhaps, natural that they should have been to a great extent overshadowed by the tremendous convulsions of the French Revolution. Yet these hostilities between the United States and France continued in an acute form nearly three years, and amounted to actual war, although war was declared on neither side. Important frigate actions and very many minor contests furnish some of the most stirring exploits in the early history of the navy. An examination of manuscript sources and contemporary newspapers has brought to light much material never before utilized. For aid in this search, the writer is indebted to the officials of the Navy Department, the Boston Public Library, and the Massachusetts Historical Society, and to many other persons. He is under especial obligations to Professor Edward Channing of Harvard University, and to Charles W. Stewart, Esq., Superintendent of Library and Naval War Records, Navy Department. Book excerpt: The Crisis of the Naval War by John Rushworth Jellicoe Jellicoe It is perhaps as well that the nation generally remained to a great extent unconscious of the extreme gravity of the situation which developed during the Great War, when the Germans were sinking an increasing volume of merchant tonnage week by week. The people of this country as a whole rose superior to many disheartening events and never lost their sure belief in final victory, but full knowledge of the supreme crisis in our history might have tended to undermine in some quarters that confidence in victory which it was essential should be maintained, and, in any event, the facts could not be disclosed without benefiting the enemy. But the position at times was undoubtedly extremely serious. At the opening of the war we possessed approximately half the merchant tonnage of the world, but experience during the early part of the struggle revealed that we had not a single ship too many for the great and increasing oversea military liabilities which we were steadily incurring, over and above the responsibility of bringing to these shores the greater part of the food for a population of forty-five million people, as well as nearly all the raw materials which were essential for the manufacture of munitions. The whole of our war efforts, ashore as well as afloat, depended first and last on an adequate volume of merchant shipping. It is small wonder, therefore, that those who watched from day to day the increasing toll which the enemy took of the country's sea-carrying power, were sometimes filled with deep concern for the future. Particularly was this the case during the early months of unrestricted submarine warfare in 1917. For if the menace had not been mastered to a considerable extent, and that speedily, not only would the victory of the Allies have been imperilled, but this country would have been brought face to face with conditions approaching starvation. In pre-war days the possibility of these islands being blockaded was frequently discussed; but during the dark days of the unrestricted submarine campaign there was ample excuse for those with imagination to picture the implication of events which were happening from week to week. The memories of those days are already becoming somewhat dim, and as a matter of history and a guide to the future, it is perhaps well that some account should be given, however inadequate, of the dangers which confronted the country and of the means which were adopted to avert the worst consequences of the enemy's campaign without ceasing to exert the increasing pressure of our sea power upon his fighting efficiency, and without diminishing our military efforts overseas. We are delighted to publish this classic book as part of our extensive Classic Library collection. Many of the books in our collection have been out of print for decades, and therefore have not been accessible to the general public. The aim of our publishing program is to facilitate rapid access to this vast reservoir of literature, and our view is that this is a significant literary work, which deserves to be brought back into print after many decades. The contents of the vast majority of titles in the Classic Library have been scanned from the original works. To ensure a high quality product, each title has been meticulously hand curated by our staff. Our philosophy has been guided by a desire to provide the reader with a book that is as close as possible to ownership of the original work. Book excerpt: Excerpt from Naval Warfare: Law and License If any one having an elementary acquaintance with the law of nations had been asked, twelve years ago, what were the rights of belligerents and neutrals in naval warfare, he would not have been at a loss for a reply. Subject to one or two minor points of unsettled detail, he would have been quite clear and certain as to the position. A continuous series of cases and textbooks made it plain. If some went further than others in claiming extended neutral immunities, that was a point of academic argument which was perhaps of interest, but of no particular importance, except as showing that the trend of thought was on the whole unfavorable to the belligerent. Abundant materials for a deeper and more comprehensive study of the subject will be found in the several works incidentally mentioned or quoted in my text, and in the writings Of those other contemporary authors with whom Sir Charles Ottley has done me the high honour to associate myself. In these several works further guidance to a still more sustained study Of the subject will be found, and in this regard I would specially mention the admirable Short H istory of the Royal N avy, by Mr David Hannay - two volumes which, in addition to their other and more conspicuous merits, contain a well-selected list of authorities to be consulted prefixed to each chapter. These references, which in truth cover the whole subject, will, I trust, better serve the purpose of the advanced or advancing student than any such Bibliography as I could compile on a scale commensurate with the form and purpose of the present Manual. Book excerpt: Excerpt from Our Navy in Time of War (1861-1915) The new education takes two important directions - one of these is toward original observation, requiring the pupil to test and verify what is taught him at school by his own experiments. The information that he learns from books or hears from his teacher's lips must be assimilated by incorporating it with his own experience. The other direction pointed out by the new education is systematic home reading. It forms a part of school extension of all kinds. The so-called "University Extension" that originated at Cambridge and Oxford has as its chief feature the aid of home reading by lectures and round-table discussions, led or conducted by experts who also lay out the course of reading. The Chautauquan movement in this country prescribes a series of excellent books and furnishes for a goodly number of its readers annual courses of lectures. The teachers' reading circles that exist in many States prescribe the books to be read, and publish some analysis, commentary, or catechism to aid the members. Book excerpt: Excerpt from The Boys of 1812 and Other Naval Heroes As we look back upon it now, it is wonderful to think what a daring thing it was for this small and Scattered people, living in their little towns along the seacoast from Maine to Georgia, or on farms and plantations in the country, without an army or navy, without generals, and above all without money, - for money is needed to carry on war more than almost anything else, - to have thus made up their minds to stand up bravely and manfully against such a power as Great Britain (one of the greatest in the world). With all her troops and ships and immense revenues. That we should have come out successfully from a contest SO unequal seems little short of marvellous; and we cannot but think that it was the hand Of an overruling Destiny that enabled us to succeed, by giving us a general as skilful and prudent as Washington, statesmen as Wise as Franklin and Jefferson and Adams, an enemy as indolent as Sir William Howe, and allies as powerful as our good friends the French. It is a succinct summary of the result of studies frequently interrupted and extending over a period the length of which will be understood when it is known that the views of the author began to be published (in the 'edinburgh Review') in 1872. It was hoped that the book would have been ready for the printer two years ago; but several things happened to delay its completion. Post ponement of publication has had at least the advantage of permitting the interpolation or addition of some passages suggested by recent occurrences. Book excerpt: Excerpt from Naval Lads and Lassies in War With Dixie To the loyal and patriotic people of the Union, I dedicate this true story of naval life as it was in the sixties, believing its pictures embalm the old navy, and usher in the new; glorify wooden ships and true sailors, and introduce ironclad batteries and expert machinists. The kith and kin of the lads of the Civil War should know how they lived and fought and made history; and how the lassies helped the heroes in battle, hospital and society, and loved them for the dangers they had passed.
