Book excerpt: Excerpt from Organized Democracy Modern political history, in its most important aspect, has been the story Of the struggle for polit ical freedom, freedom Of thought, speech, and ao tion; for the right of each people to govern itself in its own way; to make its own free choice of its political institutions, and its rulers. Putting the statement in a slightly different form, the most important feature Of modern political history has been the struggle Of democracy against monarchy. The legal formation of the electoral contingents by registra tion. Although attended by certain restrictions on the right of voting, American registration is not sumciently careful in guarding the exercise of this right, which is considered rather as a right of the individual. The opposition which the introduction of a system of preliminary registration of the electors had encountered in the American democracy. Sketch of the mode of registration in force in the various States the selection of the oficials in charge of registration. The intervention of the party Organizations. The frauds of colonization and others; how they are encouraged by the system of personal application, by the shortness of the legal terms, and by the in uence of the parties on the choice of the registration oficers. The naturalization of aliens in view of the elections and the abuses to which it gives rise V. The reconnoitring of the electoral ground. The poll. How its indications, while having a general significance for the whole Union, differ for each political subdivision. The importance of the operations of the poll in the doubtful States. How far its results can be depended on. Its practical use 306 The election meetings. The lavish employment of them dur ing the presidential campaign and their limited number in the off years. How the committees organize the meet ings; the selection oi the speakers; how they are coached up and matched to their audiences. The predominant char acter of stump eloquence and how it corresponds with the American temperament. How the great political eloquence has declined owing to the fall of the leadership and to the deterioration of representative government, caused by the system of secret legislative committees and by the advent of the Machine (speeches are made for Buncombe only, all that is needed is to get the How the extraordinary development of the press and the change in the nature of political problems has contributed to the decline of political eloquence. Far from becoming business like, stump speaking rather takes the frivolous language of after-dinner speeches for its model. However, the quality of speeches at meetings has improved somewhat under the in uence of the economic discussions started in the country, and owing to the harangues of eminent orators delivered on the stump for want of another rostrum. But the absence of elevation in political character often brings the best speakers down to the level of gladiators, and still more the inferior ones. Book excerpt: Excerpt from The History of Democracy: Considered as a Party Name and as a Political Organization Republicanism as a party name, and some dark stains upon its history. If so, it is the duty of some patriot to point them out. I shall content myself with exposing and commenting upon Democracy as a party name and organization. And I trust it will be by no means difficult to show that the word used as a party name or title has almost invariably proved to be, in practice, as far from the abstract or popular meaning of the word as the east is from the west, or as darkness is from light. It, then, this charge can be established from the history of Democracy, such a party ought not to exist, and cannot exist without endangering free institutions and the representative form of government. But if the charge be not well founded, or if it will apply as well to any other party or party name, then the benefits to arise from its investigation should stimulate patriots to enter upon the work. From such an investigation would likely come a truer estimation and correction of party abuses, and a higher elevation and purification of the means for maintaining free government and equal rights, and consequently greater security and safety for the people. But of all this the reader must judge as we proceed with these historical sketches. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The New State, Group Organization the Solution, of Popular Government In Cincinnati, where the name used for the group is social unit, this is defined as being a group of people living in the same neighbourhood, and organised to give and receive community service. The plan of work goes on to state that the same principle of group organisation will be applied to the social work, the nursing, the statistical work, etc., as well as to the gradual building up of an advisory council composed of men and women from other occupational groups in the community. For example, in social work, formulation of plans and directions of policies will rest in city committees of social experts, elected by then fellow-members and united through their heads in a social council, of which the Superin tendent of Public Welfare will be a member. In summary the unit plan aims at three things: to organise the people of a limited district democratically, so that they can get a clear idea of what their common needs are, and what they think ought to be done about them; to organise democratically the specialists of the neighbourhood and of the city so that the highest skill and experience can be applied to meeting the needs disclosed, and to bind the people and the technically skilled groups together in such a way that the people can tell the specialists what they want done, and the specialists can point out how to do it, submitting plans, programmes, and policies to the people for their approval. To put it another way, the plan is an attempt to bring efficiency to democracy. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. "I will have never a noble; No lineage counted great; Fishers and choppers and ploughmen Shall constitute a State." Emerson. "But a democratic nation may be imagined, organized differently from the American people. Is it, then, impossible to conceive a government really established upon the will of the majority, but in which the majority, repressing its natural instinct of equality, should consent, with a view to the order and stability of the State, to invest a family or an individual with all the attributes of executive power? Might not a democratic society be imagined in which the forces of the nation would be more centralized than they are in the United States; where the people would exercise a less direct and less irresistible influence upon public affairs, and yet every citizen, invested with certain rights, would participate, within his sphere, in the conduct of the government?" - Tocqueville. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Organized Democracy: An Introduction to the Study of American Politics The theme of this volume is popular sovereignty. It speaks of a scheme of government in the nature of an incorporated trusteeship - one in which the officer holds the status of trustee and the citizen is both principal and beneficiary. The picture drawn is one of the continuing evolution of the means devised by organized citizenship for making its will effective; for determining what the government shall be, and what the government shall do; for making the qualified voter an efficient instrument through which the will of the people may be expressed; for making officers both responsive and responsible. Its portrayals are cast on a background of citizen right, citizen I duty, and citizen responsibility. The closing pages speak of the momentous forces which are now at work in America to make the people as sovereign more efficient in the exercise of control over their government - over the institutions and agents created by them for rendering public service. The view point taken is the present-day concept that government should exist for common welfare; description and critical comment aim to trace the continuing adaptation of our welfare agencies to the service of the people. Much of the material for the first two parts of this volume was originally published in 1898 in an essay entitled "The Growth of Democracy in the United States - the evolution of popular cooperation in government." A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Book excerpt: Excerpt from The Boss and the Machine: A Chronicle of Party Organization The party system is an essential instrument of Democracy. Wherever government rests upon the popular will, there the party is the organ of expression and the agency of the ultimate power. The party is moreover, a forerunner of Democracy, for parties have everywhere preceded free government. Long before Democracy as now understood was anywhere established, long before the American colonies became the United States, England was divided between Tory and Whig. DE tocqueville has attracted great attention throughout Europe, where it is universally regarded as a sound, philosophical, impartial, and remarkably clear and dis tinct view of our political institutions, and of our manners, opin ions and habits, as influencing or influenced by those institutions. Writers, reviewers and statesmen of all parties have united in the highest commendations of its ability and integrity. The people described by a work of such a character, should not be the only one in Christendom unacquainted with its contents. At least so thought many of our most distinguished men, Who have urged the publishers of this edition to reprint the work and present it to the American public. They have done so in the hope of promot ing among their countrymen a more thorough knowledge of their frames of government, and a more just appreciation of the great principles on which they are founded. But it seemed to them that a reprint in America of the views of an author so well entitled to regard and confidence, without any correction of the few errors or mistakes that might be found, would be in effect to give authenticity to the whole work, and that foreign readers especially, would consider silence under such circumstances as strong evidence of the accuracy of its statements. The preface to the English edition, too, was not adapted to this country, having been written, as it would seem, in reference to the political ques tions which agitate Great Britain. The publishers therefore apl plied'to the writer of this, to furnish them with.a short preface. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Privilege and Democracy in America Down to the beginning of the nineteenth century government was merely the will of a class. Politics mirrored the wish of the privileged orders. And the motive which inspired the governing classes was primarily an economic one. This interpretation of politics has only begun to influence the writing of history. Yet in this motive is to be found the cause of wars and of peace, of intrigue and of diplomacy, of force and of fraud, of practically all legislation relating to religion, taxation, industry, and the rela tion of classes. The struggles of kings and parlia ments, of burghers and peasants, of cities and over lords had their origin in the desire to use the agencies of government for the advantage of one or the other of the contending orders. We have only to study the Parliamentary struggle which has just closed in Great Britain, to see a confirmation of this fact. In this instance the conflict was carried on by peaceful means. But the motive of the struggle was the same. It was a warfare of classes, organized through parties instead of with armed retainers, but bent on the control of the govern ment for economic advantage. Book excerpt: Excerpt from Mirror of Modern Democracy: A History of the Democratic Party, From Its Organization in 1825, to Its Last Great Achievement, the Rebellion of 1861, to Which Is Prefixed a Sketch of the Old Federal and Republican Parties The design of this work is to expose a mischievous delusion. Nearly forty years ago was formed a political party, styled by its projectors and leaders, "The Democratic Party." Under faithless pledges of reform it came into power, and, with the exception of a few brief intervals, has since had control of the Government. During its rule incalculable injury has been inflicted upon the country. The currency has been repeatedly deranged; these derangements having been attended with their natural concomitants, financial embarrassments, commercial revulsions, and bank suspensions; the national industry has been several times prostrated, and the general prosperity interrupted; the constitutional rights of citizens have been infringed; the faith of treaties has been violated; free territory has been conquered in aggressive wars, consigned to Slavery, and annexed to the Union; political heresies have been propagated; and corruption has, to an alarming extent, been introduced into the Government. These are a part of a long succession of evils which has marked the career of this party, and which at length culminated in this Rebellion. All this has been done in the abused name of Democracy, to which this party lays exclusive claim. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
