This is true in developing countries, but also in developed ones, where vulnerable groups (including people living in conditions of poverty, unemployment, lack of schooling, people with forms of addiction and ethnical minorities) struggle to adhere to healthy diets and choose cheaper, and often unhealthy options. As a consequence, excessive consumption of limited nutrients and inappropriate supplementation becomes as unhealthy as not consuming enough. In the past three years, the pandemic of COVID-19 has put significant troubles on human society, exacerbating hard life conditions in vulnerable groups and worsening their adherence to healthy lifestyles and food choices. Therefore, the nutrition and diet-related health issues in vulnerable people must be highlighted and followed up.

It puts people and their needs at the centre of the AMR response and guides policy-makers in taking programmatic and comprehensive actions to mitigate AMR in line with a proposed package of core interventions. These interventions are based on a review of four pillars and two foundational steps that are critical to overcome barriers faced by people and health systems in addressing AMR. The four pillars are: (1) prevention of infections; (2) access to essential health services; (3) timely, accurate diagnosis; and (4) appropriate, quality-assured treatment. The pillars are supported by the two foundational steps: effective governance, awareness and education; and strategic information through surveillance and research. Building and adding on to the objectives of the Global action plan on AMR, the 13 core interventions and accompanying priority actions are designed to address AMR in a programmatic manner that puts people, their needs and equitable access to health services at the centre of the AMR response in the community, in primary care, secondary and tertiary care, and at national and/or subnational level. The development of the people-centred core package of AMR interventions was based on a review of the evidence and multidisciplinary expert opinion, complemented with feedback from a global online consultation and WHO’s strategic and technical advisory group on antimicrobial resistance. As countries develop or revise their national action plans (NAPs) on AMR, the people-centred core package of interventions can support the design and prioritization of actions in the human health sector at the different levels of implementation and integrated with broader health system strengthening and pandemic preparedness and response plans.

FAO Subregional Office for Eastern Africa (SFE), in collaboration, with the Centre for Agriculture and Bioscience International (CABI) undertook a survey and assessment to review the status of early warning, preparedness, and response capacities of NPPOs and agriculture extension services in the Eastern African countries. The survey involved a desk review of emergent pests, including insects, diseases, nematodes, and weeds. This report describes the status of their distribution in Eastern Africa, biological characteristics, description of hosts and symptoms on hosts as well as their economic importance and associated phytosanitary risks. The Intervention is designed to gather baseline information for developing fit-for-purpose initiatives to safeguard productivity and reduce vulnerabilities to shocks affecting food and nutrition security caused by pests and strengthen the relevant capacities of stakeholders to cope with these threats. The overall output is to develop a roadmap for surveillance, monitoring, and early response to emerging pests in Eastern Africa. Review of the existing plant protection acts and legislation; pest-listing activities for countries to develop lists of quarantine and non-quarantine pests and undertaking national contingency planning for prioritized pests are among the major recommended interventions.
