During deployment, armies are confronted with dangers, cunning enemies, unexpected changes, and a general level of uncertainty. The obvious implication is that armies need to be able to deal with complexity, or dynamic complexity as it will be labelled in this book. This study develops an analytical framework that is composed of different ingredients of formal theory. Central to this framework is the idea that the ability to 'doubt' is of crucial importance for organisations that are confronted with dynamic complexity. From this it follows that organisations need to organise their ability to doubt in such environments. The framework is used to analyse the way military units of the Dutch Armed Forces, when deployed to perform peace operations, dealt with dynamic complexity. Subsequently, it is analysed how specific organisational characteristics of the mother organisation in the Netherlands influenced the ability of the deployed units to organise doubt.

Book excerpt: Your people are your most valuable asset, and if you want them to excel (and your profits to soar), you'll need to abandon your traditional command-and-control management style and adopt a collaborative, open leadership approach—one that engages and empowers your people. While this isn't a particularly new idea, many leaders, while they may pay lip service to it, don't really understand what it means. And most of those who do get it lack the skills for putting it into practice. In Flat Army you'll find powerful leadership models and tools that help you challenge yourself and overcome your personal obstacles to change, while pushing the boundaries of organizational change to create a culture of collaboration. • Develops an integrated framework incorporating collaboration, open leadership, technologies, and connected learning • Shows you how to flatten the organizational pyramid and engage with your peoples in more collaborative and productive ways—without undermining your authority • Explains how to deploy a Connected Leader mindset, a Participative Leader Framework, and a Collaborative Leader Action Model • Arms you with powerful tools for becoming a more visible leader who demonstrates the qualities and capabilities needed to become an agent of positive change

Book excerpt: Excerpt from Organization: How Armies Are Formed for War The Author was led to compile this account of Army Organization owing to his inability to discover any book dealing systematically with that subject. Military writers do, of course, make frequent allusions to Organization, but a previous acquaintance with the subject is generally assumed. One looks in vain for an explicit account, either of the principles underlying organization, or of the development of its forms and methods. It is true that the word Organization figures in the title of more than one Military treatise, but the subject is handled unsystematically and empirically, so that the ordinary reader is unable to realize the significance of the facts. In some cases the term Organization is interpreted in so wide a sense as to include not only Tactics, Staff Duties, and Administration, but any matters of moment to an army. Thus, in the volume of essays recently published, an author of weight states that "Organization for War means thorough and sound preparation for war in all its branches," and goes on to say, "the raising of men, their physical and moral improvement ... their education and training ... are the fruits of a sound organization." Book excerpt: While military history abounds in the dramatic fare of battles and campaigns, definitive analysis of the evolution of the organization and administration of the departmental headquarters in the capitals has been a relatively neglected field. Yet upon the efficiency and effectiveness of the administrative apparatus needed to build, train, equip, and supply armed forces depends much of the success in the test of battle. The present study grew out of a monograph originally designed to provide a simple guide to the principal changes in Army departmental organization since 1942. Expanded later to cover the period beginning with 1900, the era of reform introduced by Secretary of War Elihu Root, and to provide a larger measure of analysis, this study traces changes relating to Army management in the central headquarters down to the early 1960s when new and dramatic reforms in Army organization were carried out during the regime of Secretary of Defense Robert S. McNamara. The account focuses on a single but important theme-the management of the Army administrative and logistical structure in the era of America's rise to global power.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing upon extensive original research, this book explores best practice in army lessons-learned processes. Without the correct learning mechanisms, military adaptation can be blocked, or the wider lessons from adaptation can easily be lost, leading to the need to relearn lessons in the field, often at great human and financial cost. This book analyses the organisational processes and activities which can help improve tactical- and operational-level learning through case studies of lessons learned in two key NATO armies: that of Britain and of Germany. Providing the first comparative analysis of the variables which facilitate or impede the emergence of best practice in military learning, it makes an important contribution to the growing scholarship on knowledge management and learning in public organisations. It will be of much interest to lessons-learned practitioners, and students of military and strategic studies, defence studies, organisation studies and security studies.

Book excerpt: ADP 6-22 describes enduring concepts of leadership through the core competencies and attributes required of leaders of all cohorts and all organizations, regardless of mission or setting. These principles reflect decades of experience and validated scientific knowledge. An ideal Army leader serves as a role model through strong intellect, physical presence, professional competence, and moral character. An Army leader is able and willing to act decisively, within superior leaders' intent and purpose, and in the organization's best interests. Army leaders recognize that organizations, built on mutual trust and confidence, accomplish missions. Every member of the Army, military or civilian, is part of a team and functions in the role of leader and subordinate. Being a good subordinate is part of being an effective leader. Leaders do not just lead subordinates-they also lead other leaders. Leaders are not limited to just those designated by position, rank, or authority.

Book excerpt: The Organization which it is the purport of this work to describe is that of Armies in War. The vast subject of Organization in Peace opens out too wide a field. It is necessarily different in every country, being based on national idiosyncrasies, complicated by political, economic, and topographical conditions. These factors, however dominating in peace, have less influence on organization for war. The general features of War Organization are identical in all modern armies, as they represent the consensus of expert opinion, based on the practice of great leaders, and on the lessons learnt from success and failure in recent wars. There are, of course, many differences in detail, due to the varying historical development of each army. These really indicate the degree to which the conservative sentiments retarding improvement have been bent to the changes necessitated by progress. The strength of tradition and inertia in armies is enormous. No human institutions—not the Law, not even the Church—so cherish ceremonial and reverence tradition and custom, or remain so long blind to changed conditions. In military arrangements the very object of their existence often seems obscured by a haze of unessential conventions. Military methods, once suitable, soon pass into mere forms, which it is considered sacrilegious to modify, however useless or even harmful they have become. Among scores of examples of the extraordinary conservatism of military organization we may remember that England had no transport organized in the army she landed in the Crimea. We find in Germany Army Corps of two Divisions, Divisions of two Brigades, and Brigades of two Regiments, although two is the worst possible number of parts in a unit, according to Clausewitz and common sense. The twentieth century saw Cuirassiers in France, Rifles in most armies, and the “parade step” in Germany. The protean follies of uniform are only now partially disappearing. The historical portion of this work shows the curious way in which a new form of organization, designed for a definite end, often loses sight of its purpose and reverts to a mere variety of the old type, which then has to put out a new development for the original end. This is the history of the numerous attempts to provide for Light Infantry duties at the front. The above considerations account for a number of odd survivals in modern armies, and explain many differences in their organization. These, however, are always tending to diminish under the pressure of the hard facts of war, which have little respect for national prejudices and traditions.

Book excerpt: Total quality management (TQM), reengineering, the workplace of the twenty-first centuryâ€"the 1990s have brought a sense of urgency to organizations to change or face stagnation and decline, according to Enhancing Organizational Performance. Organizations are adopting popular management techniques, some scientific, some faddish, often without introducing them properly or adequately measuring the outcome. Enhancing Organizational Performance reviews the most popular current approaches to organizational changeâ€"total quality management, reengineering, and downsizingâ€"in terms of how they affect organizations and people, how performance improvements can be measured, and what questions remain to be answered by researchers. The committee explores how theory, doctrine, accepted wisdom, and personal experience have all served as sources for organization design. Alternative organization structures such as teams, specialist networks, associations, and virtual organizations are examined. Enhancing Organizational Performance looks at the influence of the organization's norms, values, and beliefsâ€"its cultureâ€"on people and their performance, identifying cultural "levers" available to organization leaders. And what is leadership? The committee sorts through a wealth of research to identify behaviors and skills related to leadership effectiveness. The volume examines techniques for developing these skills and suggests new competencies that will become required with globalization and other trends. Mergers, networks, alliances, coalitionsâ€"organizations are increasingly turning to new intra- and inter-organizational structures. Enhancing Organizational Performance discusses how organizations cooperate to maximize outcomes. The committee explores the changing missions of the U.S. Army as a case study that has relevance to any organization. Noting that a musical greeting card contains more computing power than existed in the entire world before 1950, the committee addresses the impact of new technologies on performance. With examples, insights, and practical criteria, Enhancing Organizational Performance clarifies the nature of organizations and the prospects for performance improvement. This book will be important to corporate leaders, executives, and managers; faculty and students in organizational performance and the social sciences; business journalists; researchers; and interested individuals.
