Port Economics covers the historical development of port organization and technology, production measures, short- and long-term cost functions, pricing, and investment. The capital input by the port authorities and the labor input by the cargo-handling companies are discussed, and the authors consider the utility of merging port and stevedoring charges. Queuing processes are adjusted to fit the special circumstances of port traffic, allowing for the measurement of such variables as throughput and congestion costs. The theory developed for individual ports is extended to national port systems over time. Throughout the book, elements of the theory are tested empirically against data from ports in the United States, Europe, the Middle East, and Africa. The final chapter is a large-scale case-study of the Nigerian port system, which serves to test the whole of the authors' economic theory, including such concepts developed in the later chapters as dynamic port system investment and optimal port charges. Jan Owen Jansson is Chief Economist of the Swedish National Road and Traffic Research Institute. Dan Shneerson is Senior Lecturer in Economics at the University of Haifa. Their book is the eighth in MIT Press Transportation Studies Series, edited by Marvin L. Manheim.

The studies also detail how dockers organized their labour, patterns of strike action and involvement in political organizations. These areas of investigation form the basis for a series of 11 thematic studies which comprise Volume 2. Drawing on the information provided in the port studies, these essays identify important aspects and recurring themes, and explain how and why particular cases diverge from the rest. The final chapter of the book synthesizes the various approaches taken to offer a model which suggests several configurations of dock labour and presents suggestions for future research. This major scholarly achievement represents the most sustained attempt to date to provide a comparative international history of dock labour. An annotated bibliography completes this essential reference work.

Book excerpt: National Policy Statements (NPS) are a key component of the new planning system for nationally significant infrastructure projects, introduced by the Planning Act 2008. The Act stipulates that a proposal for a National Policy Statement will be subject to public consultation and allows for parliamentary scrutiny before designation as national policy by the Secretary of State. The draft Ports National Policy Statement (Department for Transport, 2009) has been welcomed by many organisations as a good start which can be built upon. The Committee has recommended a number of modifications and expects the Department will improve the draft as a result of the consultation and scrutiny processes. The Committee has reservations regarding the Government's 2007 policy for ports and the lack of guidance on location for port development in the NPS but this, of itself, does not make the NPS unfit for purpose. But the Committee cannot recommend designation at this stage on two counts. Firstly, a key, related policy statement - the National Networks NPS - has yet to be published. Secondly, the organisation likely to be one of the principal decision-makers for port development - the Marine Management Organisation - has yet to be established and so has been unable to comment on guidance that will be of great importance to its role. These are fundamental flaws in the consultation process and the Ports NPS should not be designated until they are rectified.
