Book excerpt: Excerpt from The Overland Migrations: Settlers to Oregon, California, and Utah The busy outfitters of the neighboring towns of Independence and Westport, Missouri - merchants, innkeepers, blacksmiths, saddlers, and the rest - had never before seen such a crowd of movers as the one that poured through their muddy streets in the spring of 1843. Not that the frontier businessmen weren't used to travelers. Each spring for the past 20 years specially built freight wagons had been traveling from Missouri along the famed Santa Fe Trail to New Mexico and, some of them, on south as far as Chihuahua. But the sinewy roustabouts and the Mexican and American proprietors of those caravans were entirely male - adventurers, not set tlers seeking new homes. By fall most would be back with the bars of gold and silver bullion, the jingling silver pesos, the sacks of coarse wool, and the herds of fine Spanish mules that were the fruit of their bartering. This influx was different. Numbering close to a thousand persons, it was composed for the most part of families. Members ranged in age from an occasional grandfather and grandmother down to a scattering of babes - even unborn babes to judge from the appearance of a few of the women. They planned to journey to the Pacific Coast - more than twice as far as Santa Fe - ih ordinary farm wagons covered with flimsy roofs of canvas. What was more, none of those setting forth that year intended, at least at the outset, to come back again. When news of this gathering reached New York, Horace Greeley, editor of the influential Tribune, picked up his pen in amazement. Years later, Gree ley would advise the youth of the nation, Go west, young man, and grow up with the country. In 1843, however, he wasn't ready for so radical an idea. Instead he wrote scornfully, This migration of more than a thousand persons in one body to Oregon wears an aspect of insanity. There were no cattle at the time in the country fit for beef, and game was very scarce, and even if it had been plenty hunting it on an acorn breakfast would have been very hard work Even after our arrival in Oregon at a later date, 1851, provisions were very scarce. The winter of 1852-53 for more than a month there was no flour to be had and no meat and we paid $8.50 for fifty pounds of very poor shorts and glad to get it at that price. In the spring a cargo of Chile flour came in and when we bought it we had to sieve out the long woolly worms and eat it or starve. In talking with friends about the scenes of earlier days and experiences of western life I have been frequently asked why do you not write them out and have them published in book form. My reply has been it always looked egotistical for a man to publish his own autobiography The reply was this is not your autobiography, but actual history that helps to tell about the settlement of the great west, a subject in which old and young are, or should be, deeply interested. Joel Palmer was appointed March 17, 1853, to succeed him in the work of forming and administering an Indian policy in Oregon. Palmer had settled in Oregon in 1845, and had taken an active part in the Cayuse Indian War. He was generally respected by the Indians and the settlers. It was his belief that, since the settlers had occupied the valley lands, the only means of saving the Indians was for the government to provide reservations and assistance for them, in order that they might become a settled people. This plan was adopted, although not without an armed effort on the part of the Indians to prevent it. At the time Palmer took charge, he stated that the Indians of the Willamette Valley were restless and in a deplorable state. In that brief period a great national movement has been organized, and more than invested by the Reclamation Service. Not only so, but it will require more to complete the projects now under way in the West, the Northwest and Southwest, and this amount will be expended in the next three years if Congress will meet the special exigency and advance the inoney. The results of this vast expenditure are placed at the service of the settler, at the actual cost of work done and without asking for interest on the money invested. Not a dollar has been taken from the pocket of the tax payer, and not an acre has gone into the hands of a speculator. The working of no system is perfect, but here the work has been safeguarded with much care, and has been done for the benefit of bona-fide settlers, and homes have been erected for many thousands under the most promising conditions: Opportunities have been made for a large body of citizens to own land - good land, passed upon by experts after careful examination land well watered, in area sufficient to support a family, and under the best irrigation systems which money and skill could construct. No charge has been made for the land. The land is given away under the terms of the Homestead Act, and the Government simply recovers the actual cost of the water. Where lands are held in private ownership, this ownership is limited to 160 acres, and the rest is required to be sold to actual settlers. The practical working of the Service is to reduce the acreage under one holding, and to provide as many homes as possible on the lands available for reclamation. Now it is worth while to ask what all this means. It is a new thing in our history. A new departure in the functions of government. What is behind it?
